The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to provide a software update to the TH-1H Multi-Function Display (MFD) in a block cycle change (BCC). These services include updated software which corrects deficiencies and provides enhancements to the affected software. BCC 2.0 will implement multiple software change requests (SCRs) for the MFD, including fixes to multiple annunciator displays to include warnings, cautions, advisories and exceedances, addition of additional available information to the attitude indication, and modifying/adding certain data storage protocols and retrieval capabilities. The level of security clearance and amount of foreign participation in this requirement has not been determined.Contractor shall furnish all required labor, material, support equipment, tools, test equipment, and services to accomplish repair, test, preservation and packaging, and return to the government
a completely serviceable unit. The contractor shall be responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility.Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Contractor shall be responsible for supply chain management, logistics, forecasting of parts, long-lead parts procurement, reparable forecasting, obsolescence issues and delivery of serviceable assets.Contractors or Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.DESCRIPTIONThe software upgrade will be installed on 28 Air Force TH-1H aircraft. The Multi-Function Display aids flight crew by implementing multiple SCRs for the MFDs, including fixes to multiple annunciator displays to include warnings, cautions, advisories and exceedances, addition of additional available information to the altitude indication, and modifying/adding certain data storage protocols and retrieval capabilities. This software update is required due to help aid flight crew in operating as well as maintaining the aircraft. The software that is currently in the MFD is the original software that was installed when the UH-1H to TH-1H conversion occurred from 2008 to 2013. No software updates have taken place since this initial MFD installation.
