The City of Lake Forest (“City”) is soliciting proposals from qualified firms based on the criteria/requirements outlined in this Request for Proposal (“RFP”). The intent of this RFP is to obtain the best qualified, responsible firm to perform Tennis Courts Reconstruction Project Design Services at West Park (850 Summit Ave., Lake Forest 60045). All submittals must be received by Chuck Myers, Superintendent of Parks & Forestry, via email at Myersc@cityoflakeforest.com by 11:00 A.M. CST on Friday, April 5, 2024. II. OVERALL PROJECT OBJECTIVES The purpose of the RFP is to select a professional design firm to provide the City with Architectural/Engineering (A&E) services to complete tennis court reconstruction design. This request for A&E services involves the re-design four tennis courts located at West Park (850 Summit Ave., Lake Forest 60045). Professional A&E services for the West Park Tennis Court Reconstruction
Project will include, but are not limited to, site review, surveying, regulatory requirement review, permitting, structural and/or geotechnical engineering as determined to be necessary, development of all construction documents, development of cost estimates, construction bid support, and construction phase support. Additionally, the selected firm will be expected to collaborate with City staff which may include, but is not limited to, the Public Works Department (to include the Engineering Section). The firm may also be required to present designed plans to City Boards and Commissions which may include, but are not limited to, the Public Works Committee, Finance Committee, the Parks & Recreation Board and City Council. III. DESCRIPTION OF THE RFP PROCESS The RFP shall consist of a two-step process. A. UStep 1 – Review of submitted Proposal mailto:Myersc@cityoflakeforest.com Request for Proposals March 2024 West Park Tennis Courts Design Services Page 3 The City will establish a RFP Committee to review and evaluate the written responses to the RFP in accordance with the evaluation criteria identified herein. B. UStep 2 – City Selection and Recommendation Stage The RFP Committee will recommend a qualified team to provide best qualified, responsible firm for Tennis Court Reconstruction Design Services. City staff will then seek the approval of the recommended firm from the Public Works Committee and City Council. The City reserves the right to interview candidate firms if deemed a necessary step following Step 1. IV. BACKGROUND The City of Lake Forest is located 28 miles north of the Chicago central business district and is one of eight Chicago north suburban communities fronting on Lake Michigan collectively referred to as the "North Shore". Contiguous municipal neighbors to the north include Lake Bluff; to the west are Mettawa and Bannockburn; and to the south are Highland Park and Highwood. One of Lake Forest's most notable features is its rich history and natural areas. The City operates under the Council-Manager form of government. The Mayor and eight council members are elected by ward for two-year, staggered terms. The City Manager serves as the Chief Administrative Officer, responsible for the day-to-day operations of the City. West Park is an 8.5-acre neighborhood park located northwest of downtown Lake Forest on Green Bay Road. The park has a historic park pavilion with restrooms and warming house, picnic area, ice skating rink, baseball diamond, playground, and four tennis courts. The tennis courts have been resurfaced numerous times over the years, but the courts were constructed over 20 years ago and the base needs to be replaced. The courts are currently in poor condition, with many large structural cracks and an uneven surface. In addition, the dimensions of the courts (and spaces around them) are incorrect and do not meet USTA standards. The City now needs A&E design services for a complete reconstruction of the four courts that meet USTA standards and provide courts at the high quality level expected by our residents. V. SCOPE OF WORK Reconstruction will include removal of asphalt surface, examination of the base materials for suitability, realignment of courts to meet USTA standards, application of a new surface, installation of new net posts, application of acrylic color surface and lines, and fence replacement. The City is planning to bid the courts with specifications that show an asphalt Request for Proposals March 2024 West Park Tennis Courts Design Services Page 4 pavement base and an alternate that would have specifications that show a post-tension concrete base; therefore, design will need to include both specifications. The City is providing the following scope of work as a basis for what the City envisions and believes will be minimally necessary to fulfill this position. 1.
