Goddard Institute for Space Studies

The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for the Goddard Institute for Space Studies (GISS) contract. This competitive procurement will be a follow-on under contract NNG12HP07C. This procurement is a total small business set-aside limited to 8(a) business concerns and will be conducted via the Small Business Administration's (SBA's) 8(a) program.This procurement will provide specialized scientific support services in the areas of scientific programming and analysis; systems programming analysis including systems programming, data handling, and data teleprocessing; computer facility operations including computer security; library and publications services; logistical support; and project management support. The scientific programming and analysis functions are integral parts of the GISS research programs. The other support functions are required to maintain and operate the GISS facilities

used in performing research.The GISS acquisition has been defined as a Cost-Plus Fixed-Fee (CPFF) Completion contract vehicle. The period of performance is a total five (5) year period of performance (one-year base period plus four (4) one-year options). The contract will be performed onsite at NASA's GISS facility in New York.The anticipated release date of the Final RFP is around the end of April 2016. No draft RFP will be issued. The Government intends to perform the evaluation in accordance with FAR Part 15. The Government anticipates a 30-day phase-in transition period.The Government does not intend to acquire a commercial item using FAR Part 12.The NAICS code and size standard selected are 541712 with 500 employees, respectively.Reference Library: In order to assist potential offerors in familiarizing themselves with the nature of the services required to support the GISS procurement, a reference library will be established on the internet.
