Falcon Blvd, Peoria, IL 61607, POC SMSgt Ben YeutsonSynopsis: Illinois Region 3 Pavements & External Improvements Job Order Contract (JOC) IDIQ SOURCES SOUGHT.The purpose of this sources sought is to gain knowledge of potential sources for this project including interested Small Business Sources. This notice is for planning purposes only. This is not a request for proposals and no contract shall be awarded based on this notice alone. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any company’s ability to submit an offer if a solicitation is released. Any requests for a solicitation
package will be disregarded. The Government does not intend to award a contract based on this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and Government’s use of such information. Submittals will not be returned to the sender. Respondents to this RFI may be asked to provide additional information/ Details based on their initial submittals. The United State Property and Fiscal Office (USPFO) for Illinois National Guard is conducting market research to determine the availability and capability of companies for a Pavements & External Improvements Job Order Contract (JOC) for facilities throughout Southern Illinois Region 3 within the communities of Carbondale, Champaign, Danville, Decatur, East St. Louis, Effingham, Litchfield, Marion, Mattoon, Mid America, Mt Vernon, Paris, Scott AFB (ANG Only), Sparta, Springfield, Sullivan, Urbana, and West Frankfort.Typical task orders may include repair and maintenance of real property to pavements and external improvements projects to include concrete, earthwork, paving, utilities outside of facilities, parking lots, sidewalks, airfield construction, and road construction. The magnitude of the individual task orders will be between $2,000.00 and $1,000,000.00. The ceiling for the IDIQ shall not exceed $6,900,000.00 which includes the combined total of all individual task orders placed against it. Potential sources shall be capable of furnishing all labor, materials, facilities, and equipment required to accomplish the work.The type of solicitation issued will depend upon the responses to the sources sought. No reimbursement will be made for any costs associated with providing information in response to the sources sought or any follow up information requests.The USPFO’s determination on how to complete the proposed requirement will be based on responses to this notice and is the sole discretion of the Contracting Officer.The U.S. Government desires to procure all projects on at least a small business set-aside basis, provided 2 or more qualified small businesses respond to the sources sought synopsis with information sufficient to support a set-aside. Be advised that the U. S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all categories (including, 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. Any work to be performed will be done as firm fixed price within the North American Industry Classification (NAICS) Code 237310 Highway, Street, and Bridge Construction with a small business size standard of $39.5 Million for this project.All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 16 December 2022. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Sources Sought Information Request Form (posted with this announcement) and (3) A listing of projects completed during the past three years, both for government and private industry (“Proj_Ref_List posted with this announcement). The project name, type of project, dollar value, Contract number, location and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. Please do not call to state your interest, emails are printed and filed electronically to document interest in this project.In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
