Project: Construction Engineering & Inspection (CEI) Services for Horizontal & Vertical Projects Ref. #: P-23-038 Type: RFP Status: Open Open Date: Sep 14th 2023, 7:00 PM EDT Questions Due Date: Sep 28th 2023, 12:00 PM EDT Close Date: Oct 12th 2023, 10:00 AM EDT Days Left: < 1 Project Description:The Jacksonville Transportation Authority (the “Authority” or the “JTA”) hereby requests Qualification Proposal and Technical Proposal for P-23-038 Construction Engineering & Inspection (CEI) Services for Horizontal & Vertical Projects. Providing contract administration, inspection, and materials sampling and testing for the construction of the JTA horizontal and vertical projects located in the Jacksonville, Florida area as further detailed in each of the Scopes of Works. This solicitation has been divided into two (2) separate options. Each option contains a defined Scope of Services. Option one (1) scope of work is Exhibit ‘A” - Horizontal Projects and Option two (2) scope of work is
Exhibit ‘B’ - Vertical Projects. It is not a requirement for Proposers to submit on both Options. The JTA will provide separate links for Proposers to upload their proposal responses for each of the options listed above and as further detailed in this solicitation. Each Option will be evaluated separately. If a Proposer elects to propose on both Options, it is requested the Proposer submit individual proposal responses. This is a two (2) step evaluation process. In the first step, the JTA intends to evaluate the Proposers’ qualifications and shortlist a minimum of the three (3) highest ranked firms. Part of the qualification process will include a presentation to the Evaluation Committee through a Shark Tank style competition during the Regional Capital Infrastructure Summit on October 16, 2023, to be held at the Schultz Center, 4019 Boulevard Center, Drive, Jacksonville, FL 32207. All perspective Proposers that are deemed responsive and responsible will be notified and required to attend and participate in this event by presenting to the Evaluation Committee the Proposer’s ability to perform the work as further detailed the solicitation document. There will be a three (3) minute time limit for each Proposer’s presentation. Qualified Proposer’s will be announced at the Regional Capital Infrastructure Summit. In the second step, the qualified shortlist Proposer’s will proceed to the technical evaluation in the Procurement process as further detailed in the Basis of Award. Proposals will be received by the Authority until the above-stated submittal closing/opening dates and times on the JTA Bonfire Procurement Portal at https://jtafla.bonfirehub.com. The complete Solicitation package will be available Thursday, September 14, 2023, and can be obtained by visiting https://jtafla.bonfirehub.com. A complete examination and understanding of the information contained in the Solicitation package is necessary in order for the Proposer to properly submit a Proposal. The Solicitation package also includes a detailed set of Instructions to Proposers. All Proposals shall be prepared in accordance with the Instructions to Proposers. The failure to comply with any requirement contained in the Solicitation may result in the rejection of the Proposal as non-responsive or a finding that the Proposer is not qualified. Proposals must be uploaded to the JTA Bonfire Procurement Portal by the date and time identified in this solicitation. We strongly recommend that you give yourself sufficient time and at least ONE (1) day before Closing Time to begin the uploading process and to finalize your submission.
