Wage Determination applicable to this project: N/A2. Statement of Work2a. Background.2.a.1. Implementing Instructions for Executive Order 13834, Efficient Federal Operations, Part III., Section A.5 requires that at least 15 percent of an Agency s existing buildings meet the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings (hereinafter Guiding Principles) and that Agencies must make annual progress toward 100-percent conformance with Guiding Principles goals.2.a.2. VA Long Beach Healthcare System (VALB), via this Energy Management Assessment contract, shall perform a sustainability assessment with the intent of certifying the buildings per the Executive Order 13834 and references herein.2.b. General Requirements2.b.1. Contractor shall perform an assessment and analysis of existing VALB buildings identified herein that are high-performing energy efficient buildings with the intent of certifying these buildings as Sustainable and that they meet the Guiding Principles for existing buildings.2.b.2. Contractor shall perform an Energy Star assessment for the listed high-performance buildings with the intent of having the buildings certified as Energy Star buildings.2.b.3. The assessment process will be for both Guiding Principle and Energy Star Certification, and will include:2.b.3.a. Reviews, monitoring, data collection, analysis and reporting of VALB facility wide buildings.2.b.3.b. Building level and facility wide survey of records and evaluations2.b.3.c. On-site verification of the Guiding Principles survey, and data analysis2.b.3.d. A written report for each building assessed for certification2.b.3.e. A certificate of compliance for each building assessed2.b.3.f. Briefings provided to Contracting Officer s Representative (COR) throughout the assessment.2.b.3.g. Wall-mounted plaques denoting certification for each building successfully certified.2.b.3.h. Participate in strategy meetings when requested.2.b.3.i. Participate in EPA Energy Star on-site spot review/survey inspections.2.b.3.j. Develop a Plan of Action for each individual high-performance building assessed that is/are not compliant with the Guiding Principles or, that cannot be certified as an Energy Star building.2.b.3.k. Facility wide buildings assessment and analysis shall be limited to that required to certify the high-performance buildings listed herein as sustainable pursuant to Guiding Principles and as certified Energy Star buildings.2.b.3.l. Energy Star Portfolio Manager: Fully implement in its entirety of EPA s Energy Star Portfolio Manager, performing a validation if existing data and a full update of the Portfolio Manager.2.b.4. The assessment shall be in strict compliance with the current energy Executive Order cited above and all references therein pertaining to Sustainable Building certification and Energy Star third party certification.2.b.5. Contractor shall perform site visits as required to fully satisfy the intent of this performance work scope. These visits shall not be in any way limited.2.b.6. High-Performance Buildings with NFPA 101 Occupancy Designation are:2.b.6.a. Bldg 164 - 79,530 GSF, Ambulatory and Business Occupancy, built in 20102.b.6.b. Bldg 165 - 60,308 GSF, Business Occupancy, built in 20102.b.6.c. Bldg 166 - 53,086 GSF, Business/Domiciliary Occupancy, built in 20102.b.6.d. Bldg 150 - 139,162 GSF, Healthcare Occupancy, built in 19882.b.7. Facility Wide campus buildings are listed in the attached building schedule.2.b.8. Qualification and Experience Requirements:2.b.8.a. Guiding Principle Sustainable Buildings Assessment: All work shall be performed under the direction of a green building professional of which shall be either a LEED®-AP or Guiding Principles Compliance Professional.2.b.8.b. Energy Star Assessment: All work shall be performed under the direction of Registered professional Mechanical and/or Electrical Engineer.2.b.8.c. The green building professional and/or the registered professional engineers may be one-in-the-same person.2.b.8.d. Site Surveyor: The contractor shall assign these/the VALB-approved professional(s) (above) to conduct all on-site surveys/evaluation and investigations. This includes participation in EPA s Energy Star spot review surveys.2.b.8.e. Experience:2.b.8.e.1. The green building professional shall have a minimum of 3-years professional experience working in Green Building Sustainable Certifications business.2.b.8.e.2. The professional engineer shall have a minimum of 3-years assessing buildings for Energy Star Certification for similar sized facilities, and shall be an Energy Star Service Provider .2.b.8.e.3. The professional shall have 2-years of experience in development, guidance of Strategic Energy and Water Plans in accordance with the Guiding Principles.2.b.8.e.4. The professional shall have 3-years of experience in reporting greenhouse gas emissions to the California Air Resources Board (CARB).2.b.8.f. Submit resume(s) of the professional(s) who will be executing the contract.2.b.8.g. All submitted reports shall bear the seal of the Engineer and/or Green Building professional(s) responsible for the report.2.b.9. Contractor shall ensure that their Assessment is fully compliant with current legislation, executive orders, and federal guidance at the time of contract award.2.b.10. Rules of the Station: Contractor shall comply with all rules of the VALB facility, including security badging, non-smoking and privacy, and reporting to the COR upon arrival at the VALB facility.2.b.11. SMOKING POLICY. Smoking is strictly prohibited on the grounds of any VHA facility. Per VHA Directive 1085 dated March 5, 2019, it is VHA policy that all VHA health care facilities, including hospitals, community clinics, administrative offices and Vet Centers, will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019. There will no longer be designated smoking areas.2.b.12. All aspects of this Assessment shall be approved by the COR prior to contract close out and final payment.2.b.12. Contract Duration: Base Year + one (1) Option Year2.c. Scope2.c.1. For VALB High-Performance buildings listed herein, the contractor shall provide:2.c.1.a. Guiding Principles assessment and sustainability certification services2.c.1.b. Energy Star Portfolio Manager full updates/reconfiguration. Updates and with historical benchmarking beginning in year 2007 and carried through the current year. Submit Energy Star certification application. Utility billings or utility data shall be provided to the contractor by the government.2.c.2. The following publications and tools are to be extensively used and are essential for a successful Assessment. Where conflicting requirements occur the Assessment contractor shall follow the requirements that ensure compliance with Executive Order 13834. Assessment contractor shall use the latest editions of these publications and tools.2.c.2.a. Guiding Principles for Sustainable Federal Buildings and Associated Instructions at https://www.sustainability.gov/pdfs/guiding_principles_for_sustainable_federal_buildings.pdfThis standard is to be used to qualify the be buildings as sustainable.2.c.2.b. Reference the High-Performance Sustainable Buildings Guidance current version at time of contract award. http://www.wbdg.org/pdfs/hpsb_guidance.pdf2.c.2.c. The Assessment contractor shall follow guidance and utilize tools in the following GSA resources:2.c.2.c.1. GSA s Office of High-Performance Buildings and Tools at https://www.gsa.gov/about-us/organization/office-of-governmentwide-policy/office-of-federal-highperformance-buildings2.c.2.c.2. FEMP s Guiding Principles for Sustainable Federal Buildings at https://www.energy.gov/eere/femp/guiding-principles-sustainable-federal-buildings2.c.2.c.3. VA Sustainability Manual (Latest Edition) at https://www.cfm.va.gov/til/sustain.asp2.c.2.d. Contractor shall utilize the following VALB Reports (to be furnished by COR):2.c.2.d.1. VALB latest Energy Assessment2.c.2.d.2. VALB latest Retro Commissioning Report2.c.2.d.3. Facility Historical Energy Consumption Data2.c.2.d.4. High Performance Building record-construction drawings. These may not be as-builts but are the best record available. Contractor shall verify all aspects in the field.2.c.3. Guiding Principles and Energy Star Assessment Methodology: The contractor will develop a methodology (or protocol) that it will use to assess and certify the selected buildings. The protocol must be submitted to the COR for final approval. Protocol shall include:2.c.3.a. Overview of certification processes for both Guiding Principles and Energy Star.2.c.3.b. A written description of the assessment methodology2.c.3.c. A timeline of the assessment process2.c.3.c.1. Clearly indicate Energy Star application period and deadline for 2021 submission year.2.c.3.c.2. Schedule shall clearly show all work being accomplished within the base-year performance period including EPA s on-site survey walk.2.c.3.d. Guiding Principles Guidebook detailing what VALB needs to do to meet the Guiding Principles and Energy Star certifications for each high-performance building and the annual maintenance of certifications.2.c.3.d.1. The Guidebook will focus on Healthcare, Ambulatory, Business and Domiciliary occupancies and will include examples of guiding principle compliance documentation.2.c.3.d.2. The Guidebook must contain certification requirements related to maintaining certifications to include:2.c.3.d.2.a. Renovations in the high-performance buildings.2.c.3.d.2.b. Maintenance and operations in the maintenance of certifications.2.c.3.d.3. Guidebook shall include a Strategic Energy and Water Plan to set policies that will, when implemented, move VALB toward compliance with the Guiding Principles and in compliance with the publications listed herein. This plan shall address the high-performance buildings listed herein individually. It shall also address the VALB campus generally.2.c.3.d.4. Contractor shall provide a sample building-level assessment report2.c.3.d.5. Contractor shall provide a sample building certificate2.c.3.d.6. Contractor shall provide sample plaque design2.c.3.e. The assessment methodology must include step-by-step instructions, including detailed guidance describing the required certification compliance for both GP and Energy Star.2.c.4. Energy Star Portfolio Manager: Contractor shall comply with all requirements of the Energy Star certification requirements. Tasks will include, but will not be limited to:2.c.4.a. Full rework of the Energy Star Portfolio Manager (ESPM) with the intent of securing an Energy Star score for the selected building(s) of 75 or higher and to secure Energy Star certification for each individual high-performance building listed herein. Rework of the entire VALB ESPM account or establish and new account. Include all campus buildings as required to achieve the certification intent. Provide grouping as required for proper relationships.2.c.4.b. Benchmarking of the VALB facility and of all individual facility wide buildings over 10,000 GSF (see attached VA Long Beach Facility Wide Building Schedule), only as required to comply with the intent of securing Energy Start certification for the high-performance buildings listed herein.2.c.4.b.1. Contractor shall perform all data entry into ESPM. Utility consumption data shall date back to at least year 2007 to benchmark the high-performance buildings listed herein, and the overall campus as a whole.2.c.4.b.2. Complete the ESPM application process for the 2020 / 2021 certification period.2.c.4.b.3. Respond to questions from the EPA in writing. Receive notice of application status. Make formal appeals to EPA / Energy Star when warranted.2.c.4.b.4. Perform all administrative actions required for submitting the application.2.c.4.b.5. Contractor shall stay current on ESPM alerts and updates. Contractor shall revise and resubmit application as required by EPA Energy Star personnel.2.c.4.b.6. Submit final certification application and perform all task associated therewith.2.c.4.b.7. Contractor shall complete all aspects of the ESPM and follow the application process to its conclusion.2.c.4.c. Provide two (2), 3-hour training sessions to COR on the structure, use and maintenance of ESPM. Include the use of analysis tools and report generation. Training shall be conducted with binder bound training manual prepared by the contractor. Training shall occur when requested by COR and may occur at any time during the performance period.2.c.4.d. Other task as required for the future maintenance and functioning of Portfolio Manager.2.c.5. Plan of Action (Action Plans) and Re-Assessment of Defect2.c.5.a. Non-Compliance (Defect) - Where the assessment reveals that high-performance building(s) listed herein do not comply with Guiding Principles and cannot be certified as Sustainable, or cannot be certified as Energy Star, then the assessment contractor shall develop a corrective Plan of Action, that will serve as a roadmap to compliance. When action plan items (or defects) are corrected the result shall be fully certifiable buildings that shall be in compliance with the Guiding Principles and will result in Energy Star Portfolio Manager score exceeding 75 and Energy Start certification.2.c.5.a.1. VALB shall bear all cost of correcting action items, and such corrections, when possible, shall be accomplished within the duration of this contract (base and option performance period).2.c.5.b. Re-assessment: The Assessment contractor shall reassess action plan items corrected by VALB under this contract, except if implemented corrections are completed beyond the time duration of this contract (performance period) or the remaining contract period is insufficient to reassess the corrective and update Energy Star Portfolio manager before the year 2021 application deadline.2.c.5.b.1. It must be recognized that Energy Star certification application has strict calendar year deadlines.2.c.5.b.2. Contractor shall update the Guiding Principle assessment and Energy Star Portfolio Manager, to incorporate all correctives.2.c.5.c. Plan of Action shall include:2.c.5.c.1. Location(s) of defect placed on 11x17 space plans. Space plans will be furnished by the COR.2.c.5.c.2. Narrative Description of defect. Narrative must consider and note requirements for:2.c.5.c.2.a. shut-down of utility or branch utility.2.c.5.c.2.b. Prime time work hour requirements2.c.5.c.2.c. Recommendations for correcting defects in narrative form, of which will serve as the basis for a service contract scope of work.2.c.5.c.2.d. Product data to include specifications sheets of proposed equipment and materials required to correct the defect.2.c.5.c.2.e. Graphics, sketches, line drawings or other graphical representation means of clearly and concisely demonstrated recommended corrections.2.c.5.c.2.f. Estimated cost to correct each individual defect. Cost shall be broken down to show, for each estimate line item: labor, materials, equipment/tools. Labor rates shall be based upon Davis-Bacon published rates with benefits. Estimated cost shall include overhead, profit and anticipated subcontract mark-ups.2.c.5.c.2.g. The assessment contractor has no responsibility and shall bear not cost for the actual correction of defects. However, contractor shall be responsive to COR and render support in answering inquiries regarding corrections to ensure defects are remedied in compliance with action plan intent.2.c.6. Customer Support: The COR shall be the Assessment contractor s point of contact (POC). The contractor shall work directly with the facility COR to coordinate this assessment. The contractor shall provide timely and responsive assistance at the request of the COR.2.c.7. Briefings: As a minimum the contractor shall provide the following briefings to the COR. Briefings may be via communications technology (e.g. webcast, teleconference, etc.), unless otherwise specified as an on-site requirement as indicated below:2.c.7.a. Guiding Principles and Energy Star Assessment methodology and guidebook (on-site)2.c.7.b. Site inspection issues and findings (on-site)2.c.7.c. Building Level and Facility Level Reports2.c.7.d. Plan of Action and Roadmaps to Compliance (on-site)2.c.7.e. Energy Star application status2.c.7.f. As required to keep COR up-to-date on progress of this assessment.2.c.7.g. Pre-Final Report and Out Briefings (on site)2.c.8. Building Plaques2.c.8.a. Building certification plaque(s): VALB shall bear all cost associated with the purchase, delivery and installation of certification plaques.2.c.8.b. Assessment contractor shall provide estimated cost per building for each certification plaque and its installation. In the case of certification of multiple buildings, provide the cost of one plaque per building. Contractor to make recommendations for plaque(s) mounting location. The chosen location shall be in a prominent location on the building(s) exterior.2.c.8.c. The building plaque shall not include the name of any private organization, including the contractor s company name.2.c.8.d. Guiding Principle plaques and Energy Star plaques shall be individual plaques and shall not be consolidated into single plaques.2.c.8.e. The contractor shall coordinate the building plaque order requirements with the COR. Contractor shall provide COR sample plaque designs.2.d. Summary of Deliverables and Schedule Objective2.d.1. Report deliverables shall be bound in 3-ring binder, prominently posed with cover and spline identification. Content shall be fully indexed, include a table of content, with each section divided with physical dividers. Within the binder, furnish a compact disk (CD) containing the full submission. Files on the CD shall be the original format that they were created (e.g. MS Word, Excel, etc..) and in .pdf format. Submit in duplex (2-copies).2.d.1.a. Other deliverables may be delivered electronically via email or other electronic means. Format shall be .pdf or MS Office format, unless otherwise requested by the COR.2.d.2. Deliverables include, but may not be limited to:2.d.2.a. Guiding Principles and Energy Star Assessment Methodology (a report deliverable)2.d.2.b. Guiding Principle Guide Book (a report deliverable)2.d.2.c. Energy Star Certification Application2.d.2.d. Energy Star Training Manual (a report deliverable)2.d.2.e. Plan of Action (a report deliverable)2.d.2.f. Assessment Reports (a report deliverable)2.d.2.g. Building Certification Plaque submittals2.d.3. Schedule Objective: The contractor shall submit proposed schedule for COR approval, of which will be based upon schedule constraints of the assessment programs. The contractor s schedule shall include all key milestones. Milestones may be modified by the contractor. However, the performance period of this contract shall not be modified by contractor s schedule. Periodically, during the assessment period the contractor shall update the schedule as required by the COR.3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, dated 5/6/2019.
