The Library of Congress National Book Festival (“Festival” or “NBF”) celebrates two decades of words and wonder in 2020. Founded by First Lady Laura Bush and former Librarian of Congress James H. Billington, the Festival is the Library’s preeminent public outreach initiative and embodies the life-changing contribution of books to the lives of people of all ages, backgrounds, and interests. Under Librarian of Congress Carla Hayden’s leadership, the Festival has grown exponentially in offerings, attendance, and reputation. It has captivated and enthralled millions of people – both in person and online – who are inspired to read.The Festival connects visitors to the unique collections and services available to them at the nation’s library – from music, movies and maps to tips on preserving family treasures, papers of the U.S. presidents, and one-of-a-kind treasures available anytime at loc.gov. The Festival is open and free to everyone.Project BackgroundThe 2020 Library of Congress
National Book Festival will be a weekend-long virtual event from September 25 through September 27, and may allow interactions with the public after September 27,  via an interactive platform. The Festival will include both broadcast (prepared separately by another contractor) and on-demand content (prepared by the Contractor under the contract that will result from this SOO). Attendees will have the ability to purchase NBF author titles from the Festival’s online bookshop via a Library-provided vendor.The broadcast (prepared separately by another contractor) will include a curated 2-hour presentation for adults including 15-20 authors, and two 1-hour presentations for young people (one for children, one for teens). All three will be aired through a Library of Congress television partner.Attendees will visit the Library of Congress website to access attendee registration, engagement, and the on-demand portion of the Festival. The Library website will serve as a portal to a Library-branded hosting site or platform to be provided by Contractor. All on-demand videos and curated content will be hosted on the Library’s YouTube channel.  The on-demand portion will offer pre-recorded presentations with approximately 102 authors (approximately 85 presentations and 25 total hours of presentations). The Library has divided this presentation content into twelve thematic stages and two content trails. Live content will include up to 90 live interactions via chat, video and presentations of varying lengths. The Library may also provide  up to 25 hours of pre-recorded curated Library and sponsor content for inclusion in the NBF.During the Festival’s premiere weekend, the Library will offer online engagement with authors participating in chats. Gamification features may be used for engagement.All content will remain on the Library’s website as part of the National Book Festival archive, so it shall be created with archival purposes in mind.Amendment 0001 extends the proposal response date until June 19, 2020 at 12:00 Noon.Amendment 0002 provides amended solicitation 030ADV20R0212, a revised Attachment J-1 - Statement of Objectives, and Attachment J-3 Responses to Offeror Questions.Amendment 0003 amends solicitation 030ADV20R0212 to extend the proposal response date, extend the maximum page length of the Technical Proposal in Section L, and provide revised Attachment J-3 - Revised Responses to Offeror Questions.
