INTENT TO AWARD TO A SINGLE SOURCE - CBJ

NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b) (1), with the City and Borough of Juneau.The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources.  The Auke Bay Laboratories require local boat moorage and storage to support the mission requirements of their small boat program. Historically, one of the ABL vessels has been tied up at the moorage float at 11305 Glacier Highway. That property is the former location of the Auke Bay Laboratories, which was turned over to the City and Borough of Juneau Docks and Harbors Department. This facility has the distinction of being previously outfitted to support the mission requirements of the ABL vessels prior to being turned over to the

city.The government currently provides electrical service for the dock and the storage area.  The vendor will ensure that the facilities are kept in a serviceable condition and will arrange for repairs as needed. Repairs beyond normal wear and tear will be negotiated with the government separately.  The Base period of performance is from March 2021 for a year, with three options period for subsequent years.The Auke Bay Laboratories requires local boat moorage and storage to support the mission requirements of their small boat program. This will be a contact with the local municipality for one year, plus an option for a second year.Only one source is capable to currently to support the year-round moorage of a 36 ft vessel revealed only one source, the City and Borough of Juneau, Docks and Harbors.Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. The anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
