Synopsis:This Request for Information (RFI) notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the Government return any data provided. This is not an RFP or a promise to issue an RFP and this information is subject to modification and in no way binds the Government to award a contract.All information, data, and drawings, except for pricing information, submitted in response to this announcement will be considered “open source” and available for unlimited public distribution. Pricing information will not be released outside of Naval Sea Systems Command, PEO Ships, and the Navy International Program Office.Introduction: This RFI is issued in
anticipation of a potential future procurement. Naval Sea Systems Command (NAVSEA) is conducting market research to determine the feasibility of procuring six (6) Riverine Patrol Boats under a single award over two (2) years.The Government is interested in market information pertinent to proven (e.g. existing vessels) vessel(s)/craft(s) for potential FMS sale(s). In particular, the Government desires information pertaining to whole ship characteristics (principal characteristics, performance), design information, operations, estimated acquisition costs, delivery time frames and past sales information.  Designs and Licenses are not limited to corporations within the United States (US); however, any construction/production must occur within the United States.Background: The Riverine Patrol Boat will be used by foreign military, partner nations, to maintain and control of rivers and inland waterways.The Riverine Patrol Boat is to have the following APPROXIMATE characteristics:Length                                 35 - 40 feetHull Material                        AluminumCapacity                              Five (5) crew and sixteen (16) troops (At 285 lbs / person), weapons and ammunition payloadSpeed(@Full Load)            Minimum 30 knots cruise / 36 knots sprintRange                                 250 nautical miles at most economical speedEngine Type                        Twin inboard diesels with waterjetsElectrical                              24 VDC ungrounded system and 12 VDC sub systemWeapons Station                 Three (3) gunner stations; one (1) centerline aft, one (1) port, and one (1) starboard forward of coxswain stationNavigation Suite                  one (1) integrated electronic navigation package, which includes navigation radar, chart plotter, Global Positioning System and depth sounderCommunication  One (1) intercom system, one (1) Very High Frequency (VHF) Marine Band Radio, and one (1) Harris RF-7800-V511 Multiband radio or equivalentMiscellaneous                      Heavy duty, commercial grade, galvanized trailers; Infrared headlights and strobe, law enforcement siren with hailing capabilityResponse Criteria:NAVSEA is seeking responses from interested parties that can provide the boat with the characteristics outlined above. Interested parties are requested to specify the size of the vessel and what is the boats nominal range at cruising speed in the Full Load condition.  Interested parties are encouraged to submit a single response containing the following:A cover letter containing the following: (a) The name and address of the interested party and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business.Specification (or cutsheets) that describes the boat’s design, standards, material types, propulsion system, loading conditions (to include Full Load displacement), electrical system, mechanical systems, and weapons mounts being offered to meet the above listed requirements for the Riverine Patrol Boat.  The Government recognizes that interested parties may not have a platform that meets all the requirements.  Interested parties are encouraged to respond to this RFI if minor deviations exist but could be readily modified.General Arrangements drawings of  Riverine Patrol Boat;A description of the company’s recent relevant experience;Estimated total construction time from start of construction to delivery at the builder’s facility;Estimated rough order of magnitude (ROM) price for each Riverine Patrol Boat. not including thermal imager, and any associated spares.Please Email all responses to the NAVSEA point of contact, Mr. Sifiso Mkhize, at sifiso.mkhize1@navy.mil. When to Submit: This information is requested to be provided by mail no later than 4:00 PM, January 31, 2020.
