Based on the responses to this Sources Sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.PROGRAM/SYSTEM DESCRIPTIONDODIC: MN08IGNITER, TIME BLASTING FUSE: with shock tube capability, M81 (M81 Igniter)P/N 13042035 / NSN: 1375-01-608-6852 (Army Packaging Configuration)P/N 13042036 / NSN: 1375-01-608-6847 (Marine Packaging Configuration)The M81 Igniter is the successor to the M60 Igniter, with the added capability to initiate a shock tube in addition to a time blasting fuse. The M81 Igniter is a small plastic tube with a pull ring on a thin rod projecting from one end, and safety (cotter) pin that goes laterally through the tube and a screw cap that secures a holding mechanism for the time blasting fuse or shock tube on the other end. A two-piece plastic plug is secured in a hole in the screw end cap that will accommodate the shock tube or time blasting fuse. The M81 Igniter employs a steel mechanism firing assembly and M42C1 primer to initiate the attached shock tube or time blasting fuse.REQUIRED CAPABILITIES:The Government requires the manufacture, inspection, testing, and delivery of the M81 Igniter in accordance with the Government owned Technical Data Package (TDP). The respondent must have available a majority of the skills, facilities, and equipment to manufacture, test/inspect, and deliver the M81 Igniter. Specific manufacturing capabilities include but are not limited to machining metal parts, molding plastic components, pyrotechnic loading and handling, explosive processing and handling, and Load Assemble Pack (LAP) of the final products/systems/packaging configurations. First Article Testing (FAT) as well as Conformance/Lot Acceptance Testing (LAT) at the component and end-item levels, to include physical measurements and functional testing will be required. If a respondent does not have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to describe and demonstrate their ability to obtain these resources in a timely fashion. If a respondent chooses to utilize the services of vendors or subcontractors, those vendors or subcontractors must also meet these criteria. The intent of this Sources Sought is to identify and assess sources capable of manufacturing, packaging, inspecting, testing and delivering the M81 Igniter. TECHNICAL DATA PACKAGES/SPECIFICATIONSFor the purposes of this market research, all relevant item/packaging drawings and specifications will be made available to assist in responding to this survey. Documents provided will be marked with Distribution Statement A – Approved for Public Release; Distribution is Unlimited. Requests for the drawings and specification must be made through the contracting Point of Contact (POC), however, respondents will not be precluded from submitting their capabilities/qualification data and any pertinent information if the drawings/specifications are not obtained.ELIGIBILITYThe applicable 2017 North American Industrial Classification System (NAICS) code for this requirement is 325920 - Blasting accessories (e.g., caps, fuses, ignitors, squibbs) manufacturing with a Small Business Size Standard of 750 employees.
