REQUEST FOR PROPOSAL : Real Estate Services The County is a complex and wide reaching organization. The County owns over 370 properties including: various parks, residual parcels, approximately ninety-eight (98) buildings, leases on over thirty-three (33) offices/facilities, and has over twenty (20) tenants in various locations not including cell tower occupants. As we are considering the implications of the lessons learned from responding to COVID-19, the need to examine the possible physical consolidation of certain functions and the desire to rationalize our real estate footprint has become a focal point. As an example, the Westchester County Department of Health (DOH) occupies approximately 90,000 square feet of office space in eight (8) different locations spread across the County (leased and owned). On its surface the concept of multiple public facing locations across the County appears to present access to DOH services, and in many instances it may. However, as the situation on the ground developed as we managed our Countywide COVID-19 response, inefficiencies became readily apparent, including: coordination, planning, resource sharing, and communications (this was/is a fast moving evolving situation often requiring immediate action and/or adjustments).
