Request for Information for Sustainment of the Rescue 21 – Coastal System# 70Z04419RFI000012 Purpose: The purpose of this Request for Information (RFI) is to collect information on your company’s abilities to provide for the sustainment of the Rescue 21-Coastal (R21-C) System in accordance with any or all of the twelve (12) elements of the USCG Integrated Logistics Support (ILS) Manual, COMDTINST M4105.14, dated 12 Mar 2018 (Attachment 1).This RFI is focused on how to sustain portions of the deployed and maintained R21-C System in its current configuration baseline. Disclaimer and Important Notes: This posting is a RFI for interested vendors and is issued solely for informational and planning purposes. This posting is not a Request for Proposals or a Request for Quotations, and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this RFI. No basis for claim
against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Further, the Coast Guard (CG) is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market.  At this time no solicitation exists; therefore, do Not Request a Copy of the Solicitation. It is the responsibility of the potential offers to monitor this site for additional information pertaining to this requirement.For the purpose of satisfying the R21-C System sustainment functions and elements of the CG ILS Manual, partnering/teaming with other companies will be allowed.R21-C Background Information  System Description: R21-C is the CG’s advanced command, control and direction-finding communications system. The system was created to better locate mariners in distress, save lives and property at sea and on navigable rivers. R21-C enables the CG to execute its search and rescue (SAR) missions with agility and efficiency.R21-C is operational along the entire Atlantic, Pacific, and Gulf coasts of the continental United States as well as along the shores of the Great Lakes, Puerto Rico, Hawaii, and Guam.System Features:VHF-FM voice communications with mariner communityDirection-finding (DF) capability that provides search and rescue responders with lines of bearing (LOB) to vessels in distress and Digital Selective Calling (DSC) support, which allows mariners with DSC-equipped and registered radios to transmit, at the push of a button, their exact Geographic Positioning Systems (GPS) position and vital vessel information to the CG and other DSC equipped vesselsGeographic display to help identify hoax callersImproved information sharing and coordination with the Department of Homeland Security (DHS) and federal, state and local first respondersEnhanced signal clarity, recording and playback capabilitiesSimultaneous monitoring and relaying of information over multiple frequenciesAutomated transmission of urgent marine information broadcastsR21-C Basic Requirements:Communications Channels 16 & 70 - Throughout the areas of coverage (AOC), receive distress and emergency alerts. Provide a continuous and uninterrupted guard on Channel 16 VHF-FM (voice) at Communications Center (COMMCEN)/Operations Centers (OPCEN) located within CG Sector Command Centers (SCC). In addition, provide a continuous guard on Channel 70 VHF-DSC (Digital Signal Calling), and the capability for 2-way (DSC) simultaneous communicationsVHF-FM channels for 2-way operational communications - In addition to the requirement described in item number 1 above, provide sufficient voice communications capacity to support multiple operations in the same or different geographic areas. At a minimum, two (2) simultaneous VHF-FM voice channels for 2-way operation to/from any specific point within the associated shoreside facility's AOR will be provided at CG SCCs.Frequency Spectrum - On at least one of the voice channels defined in in item number 2 above, provide voice communications interoperability between applicable shoreside and mobile CG assets (i.e., air, afloat and shoreside), detachments, mariners and other federal, state, and local agencies/entities. The desired radio frequency spectrum is within 150.8-174.0MHz & 406.1-420.0MHz.Protected Communications - Throughout the AOC provide protection for the transmission of sensitive but unclassified (SBU) voice and data information using standard encryption techniques.Maritime Mobile Service Identity (MMSI) - Indicate a Maritime Mobile Service Identity (MMSI) number when Digital Selective Calling (VHF Channel 70) is used.  Applicable CG identification databases shall be queried automatically and identification/database information for registered MMSls shall be provided at CG SCCs COMMCENs/OPCENs. Software development and integration will be required to interface with existing databases, subsystems and components as required. It is a goal for the system to assist in verifying the identity of the calling party in other communications modes such as cellular phone calls.Recordable Communications - Digitally record, time stamp, and provide the instant playback and archiving of unclassified communications, for a minimum of 30 days, to both voice and data, at COMMCENs/OPCENs of CG SCCs (threshold). Provide manipulation of voice communications (e.g., filtering, audio enhancement). Archived data retention for recorded material is three (3) years.Position Localization - Provide a method for the consolidated display of all information obtained by or pertaining to the system within the coverage area that can present single items (e.g. position location) or combinations of any functions (e.g. position location and caller details).
