This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and Incorporated provisions are those in effect through Federal Acquisition Circular 2023-04, effective 06/02/2023. Volpe National Transportation Systems Center (Volpe Center), Small Business Innovation Research (SBIR) Program, intends to solicit and award a purchase order for an SBIR
Due Diligence Business Intelligence Tool. The contractor shall provide software that includes service support, training and software licenses for the U.S. DOT/SBIR staff to access the easy-to-use business intelligence tool, in accordance with the Statement of Work (SOW) below.REQUIREMENTS/SPECIFICATIONSThe Government intends to award a firm fixed price purchase order with a base (CLINs 00100) and two (2) optional CLINs (00200 and 00300) which may or may not be exercised, as a result of this Combined Synopsis/Solicitation. This notice is expected to result in a single award, subject to receipt of an acceptable quote. In September 2022, Congress reauthorized the SBIR program and included within the reauthorization a requirement that agencies with SBIR programs establish a risk-based due diligence program for assessing foreign influence in potential SBIR awardees. U.S. DOT’s SBIR Program has developed a multi-pronged due diligence framework, and commercial insights into financing, employee analysis, and other connections is a component of that program.SCOPEThe scope of this requirement involves the provision of licenses, service support, and training.OBJECTIVESThe Contractor shall provide software that includes service support, training, and software licenses for U.S. DOT SBIR staff to access the easy-to-use business intelligence tool that enables U.S. DOT SBIR program staff to assist in performing due diligence screenings on potential offerors. Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition and is incorporated by reference. An award will be made to the offeror whose offer is considered the best value to the Government, based on price.All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (attached). An Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically in the System for Award Management (SAM) accessed through http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision. All Contractors must be registered in SAM in order to receive an award from a DOT Agency. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated by reference.
