Central Reservoir Replacement Project (Pre-RFP)

In June 2023, as part of its Biennial Budget for Fiscal Years 2024 and 2025, the District approved a five-year Capital Improvements Program (CIP) that included capital funds and appropriations for the design and construction of the Central Reservoir Replacement Project (Project). A California Environmental Quality Act (CEQA) Environmental Impact Report (EIR) for the Project was certified by the District’s Board of Directors on April 13, 2021. The District intends to issue a Request for Proposal (RFP), in early 2024, to qualified consultant for design services for the Central Reservoir Replacement Project. On 09/01/2023 and 09/28/2023, and in preparation for this RFP, the District contacted 45 consultants with listed contact info currently registered under the Water Infrastructure category on the District’s Consultant Roster to inform them of the District’s intent to issue an RFP in the near future for this project, and to gauge the level of interest from the engineering consulting

community in proposing on this upcoming design contract opportunity. In response to this pre-RFP consultant outreach effort, 7 consultants (i.e. Arup, Black & Veatch, Brown & Caldwell, CDM, HDR, Lee + Ro, S2S) expressed interest in this upcoming design contract, and the District held 6 meetings with interested consultants to discuss the scope of the project. During these meetings, interested consultants asked a number of questions about the project, and this document provides a summary of all of the questions asked, and the District’s responses.
