***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, OFFICE OF ATMOSPHERIC RESEARCH, PACIFIC MARINE ENVIRONMENTAL LAB, INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH THE AECOM OUT OF LOS ANGELES, CA FOR TSUNAMI HAZARD ASSESSMENT.***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT AECOM IS THE SOLE ENTITY IN THE UNITED STATES THAT CAN MEET AND PROVIDE A PROBABILISTIC TSUNAMI HAZARD ASSESSMENT BASED ON THE METHOD OF SPLITTING TSUNAMIS NUMERICAL MODEL CURRENTLY USED FOR FORECASTING AT THE TSUNAMI WARNING CENTERS. THIS MODEL IS BENCHMARKED FOR ACCURACY AND SPEED OF CALCULATIONS, MAKING IT AN OBVIOUS CANDIDATE FOR PTHA MODELING WHICH REQUIRES MANY MODEL RUNS CALCULATED FOR A GIVEN REGION. THE PTHA ANALYSIS REQUIRES KNOWLEDGE OF SEISMIC SOURCE CHARACTERIZATION TO COME UP WITH A REASONABLE 2500-YEAR MAXIMUM AMPLITUDE AT THE 100 METER DEPTH CONTOUR OFFSHORE
OF THE PTHA LOCATION. THIS CHARACTERIZATION HAS BEEN DEVELOPED BY DR. HONG KIE THIO, WHO HAS PREVIOUSLY DONE CHARACTERIZATIONS AND SOURCE DISAGGREGATION FOR NCTR SO THE 2500-YEAR INUNDATION FLOW DEPTHS FOR A GIVEN SITE COULD BE MODELED. NCTR HAS BEEN ASKED TO PRODUCE PTHA ANALYSES FOR NEW SITES FASTER THAN DR. THIO’S TROUP CAN PRODUCE THEM, SO THERE IS A NEED TO COLLABORATE IN A PROJECT THAT TRANSFERS THE ABILITY TO DO THE CHARACTERIZATION TO NCTR SCIENTISTS. DR. THIO’S TECHNIQUE IS USED IN THE EXISTING ASCE STANDARDS WHICH MAKES IT UNIQUELY QUALIFIED TO MEET THE REQUIREMENTS FOR THE ASCE-BASED PTHA ANALYSIS THAT THE PMEL TSUNAMI GROUP IS TASKED WITH COMPLETING FOR UPCOMING SITES ACROSS THE WORLD.***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
