This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12561521Q0003 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-01. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 311119, Other Animal Food Manufacturing, with a small business size standard of 500 employees and the PSC is 8710.The Department of Agriculture (ARS) has the need for the following products:001) Custom Formulated Lactating Minerals, 60 TonsScope of Work:The United States Department of Agriculture (USDA), Dairy Forage Research Farm in Prairie du Sac, WI is seeking quotes on a 6-month
contract for 60 tons of Custom Formulated Lactating Minerals. There will be six (6) recurring deliveries of an approximate 10-tons each over a 6-month period. Deliveries will begin on October 27, 2020. Subsequent deliveries will be approximately every 35 days (Dec. 2, Jan. 6, Feb. 10, Mar. 16, and Apr. 21). The contractor must be able to deliver the lactating minerals via auger truck to bins 11 or 14 at Prairie du Sac farm. The lactating minerals must follow the exact formulation listed on the attachments section of this posting.Technical Requirements:6 Custom Formulated Lactating Mineral deliveries of approximately 10 tons per delivery formulated as described on the attachment to this posting.Total volume requirement of 60 tons.Delivery made via auger truck.Key Deliverables:60 tons of Custom Formulated Lactating MineralsDelivery: Deliveries (10 tons per delivery) every 35 days:October 27, 2020 (10/27/2020)December 2, 2020 (12/02/2020)January 6, 2021 (01/06/2021)February 10, 2021 (02/10/2021)March 16, 2021 (03/16/2021)April 21, 2021 (04/21/2021)Delivery to the USDA Prairie du Sac Agricultural Research Station S8822 Sunset Drive, Prairie du Sac, WI 53578 via auger truck to bins 11 or 14. Contact Shan Betzold (608-807-6759) for any delivery related questions.The vendor shall provide all items F.O.B: destination Location of the Government site is aboard USDA Dairy Forage Research Farm-Prairie du Sac, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contractSubmitting a Quote:To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. Vendor must also include their DUNS# on their quote.The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract.NOTE: As it is the beginning of the Government’s fiscal year, funds are not currently available to be assigned to this acquisition. However, when the funds become available, the Government intends to make final award of this the requirement before the first delivery date on 10/27/2020. Please ensure the quoted amount will be current at least until 10/27/2020.     Offerors responding to this announcement shall submit their quote on SF-18 (see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase.Only electronic submissions will be accepted. Please email all quotes in writing on the SF-18 to aaron.dimeo@usda.gov by no later than Monday, October 12, 2020 at 5:00 PM Central Standard Time.Questions in regards to this combined synopsis/solicitation must be submitted through email and are due no later than 3:00 PM CST on Wedneday, October 7, 2020.
