Scope: REQUEST FOR PROPOSALS CITY OF KIRBY, TEXAS 2018 STREET BOND PROJECTS – PHASE II Sealed Proposals for the construction of the 2018 Street Bond Projects – Phase IIwill be received by the City of Kirby, at the City’s offices located at 112 Bauman Street, Kirby, TX 78219 until 10:00 A.M. local time on November 18th, 2021. The Project consists of reconstruction of several streets, installation of two storm drain systems, CPS Energy utility work, and other items of work related to roadway reconstruction in the City of Kirby. Proposals will be received for a single prime Contract. Envelopes containing the Offeror’s submission shall be enclosed with the “SEALED PACKAGE LABEL” on it. Bidding Documents may be viewed without charge at the

City of Kirby. The City of Kirby will not provide paper copies of the Bidding Documents for purchase. Bidding Documents may be viewed and downloaded on or after October 21 st, 2021, online (free of charge) by registering with www.CivCastUSA.com. Following registration, complete sets of Contract Documents may be downloaded from the CivCast website as “zipped” portable document format (PDF) files. Proposal guaranty shall be furnished in accordance with the Instructions to Offerors. Any envelopes or packages received after the specified date and time will be returned unopened. Proposals will be evaluated based on best value to the City of Kirby. Determination of best value is based on the weighted selection criteria in the Request for Competitive Sealed Proposals and the ranking evaluation. The City of Kirby reserves the right to reject any and all proposals or waive any informality in the proposals.
