The project entails the design of office tenant improvements (TI) and site civil designs including but not limited to the following:Architectural design and layout of office tenant improvementsHVAC and electricalLow voltage security and access controlSite parking and outdoor securityElectric vehicle chargingSite storm waterBuilding and site development permitsThe selected Contractor will work with the County to develop the cost-effective and efficient phasing plan and designs, prioritized to accomplish the project goals of completing the
design, permitting, and construction of the interior and exterior improvements necessary to consolidate staff into existing facilities.The County conducted a “Space Consolidation Feasibility Study” in July 2023 with KMB Architects which resulted in the development and conceptual design of the interior and exterior improvement needed to facilitate the consolidation effort, see Appendix A – “Pierce County Planning and Public Works Space Consolidation Feasibility Study”. This document will define and set the background and priorities that the County is working to address, recognizing there are limited funds and sequencing of work that will need to occur.Pierce County will select a qualified architectural and engineering firm/team, hereafter referred to as “contractor(s)” based on the scoring criteria listed in the evaluation section and the County will issue, negotiate and execute a Professional Services Agreement (PSA). The County intends to issue one PSA for all project phases and locations but reserves the right to award one or multiple PSAs for the requested services. SOQs should be submitted assuming one PSA shall be awarded. BackgroundThe goal of the project is to vacate and relocate staff by the end of 2025, that are in the Tacoma Mall Plaza (TMP) to the other facilities that are owned by the County to reduce overall office footprint, institutionalize the hybrid workplace philosophy, and better integrate department personnel performing office and technical field work.
