This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.The Nursing Department is the nursing service within the NIH Clinical Center, the nation's largest clinical research hospital. The Nursing Department exists to provide nursing care and research support services for patients participating in clinical research studies conducted by investigators within the Intramural Research Programs at the National Institutes of Health's Bethesda campus. The Nursing Department is organized into four clinical departments, Medical Surgical Specialties (MSS), Neuroscience, Behavioral Health and Pediatrics (NBHP), Oncology and Critical Care (OCC) and Nursing Operations. As integral research team members, Clinical Center nurses support the design, coordination, implementation, and dissemination of clinical research by NIH investigators, with a strong focus on patient safety, continuity of care and informed
participation.Due to the fast paced often complex level of patient care required within the Clinical Center and the Institutes supported by the Nursing Department, the need exists for a consulting firm to collaborate with the executives and their team to find and implement the best solutions to our toughest challenges. There is an emerging need to gain and better utilize Nursing resources in addition to extend budgetary and strategic planning capabilities. Additionally there is a need for resources and consultation guiding large organizations on the path to Magnet status as the Clinical Center Nursing Department begins to assess requirements necessary to achieve this goal.The purpose of this procurement is to renew The Nursing Executive Center membership. The Advisory Board Company maintains the membership and has continually provided quality consulting services and assistance to the Nursing Department Mid-Level and Senior-Level Management. The objective of this agreement is to provide the Clinical Center Nursing Department with strategic consultation concerning program development and evaluation as well as assistance completing ongoing organizational changes.The Period of Performance for maintenance is September 30, 2018- September 29, 2019.This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
