Metasys Building Upgrades

This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR Part 13 Simplified Acquisition Procedures for Commercial Items. The ACC-APG Tenant Contracting Division, Aberdeen Proving Ground, MD intends to award a Firm-Fixed Price sole source supply contract to Johnson Controls Inc. Cage Code: 1D133.  Please see the attachment labeled, “JA_Metasys Upgrades_Redacted” for further detail as to why this action is being negotiated solely with Johnson Controls Inc.The objective of this contract is the acquisition of delivery and installation of Admin Metasys Building Upgrades on 5 building automation systems in 5 different administrative buildings that the US Army Public Health Center (APHC) occupies.APHC Facilities have antiquated Metasys systems in them currently and were required to be removed due to INFOSEC requirements. E-5158 specifically has a system that operates on a modem and that is no longer supported. In the interim we have supplied

these systems with residential HVAC controls and these controls do not modulate air space requirements to ASHRAE indoor air quality standards. These new controllers will also be up to INFOSEC requirements and will be allowed to operate on the network.This requirement is unique that only Johnson Controls Inc. is capable of satisfying the Government needs due to the fact that Johnson Controls Metasys is the only building automation system that is allowed on the Aberdeen Proving Ground Network according to the NEC.The company is proprietary in nature.  As such, this requirement will be awarded on a sole-source basis IAW FAR 13.106-1(b)(1)(i) Soliciting from a single source ( exclusive licensing agreements).The North American Industry Classification System (NAICS) for this requirement is 238220. Posting date of this requirement is 05 August 2022.  A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.Interested persons may identify their interest and capability to respond to the requirement no later than 1:00 PM Eastern Daylight Time, 05 September 2022. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government.This is not a Request for Quote.
