The Government will in no way be bound to this information if any solicitation is issued. STATEMENT OF WORK/SPECIFICATIONS . Contract Title. Boise VAMC Guest Wifi 3. Background. The Department of Veterans Affairs (VA), Boise VA Medical Center (BVMAC) requires contractors to provide and install Guest WIFI equipment and services. 4. Scope. 4.1 Contractor shall provide all supervision, labor, materials, and equipment to install wireless internet equipment and provide a High Speed hard lined cable internet service (Satellite or DSL will not be considered an acceptable substitute) in common areas of the Boise VA Hospital; common areas include hallways corridors, waiting rooms, patient rooms, and rest areas. These areas are buildings 120, 121, 122, T-111, 43, 8, 45, 23, 123, 67 Ground Floor, 85a, 77, 85, 124, 27, 67, 117, and 88. All common areas shall receive uninterrupted wireless internet signal that will allow reliable access for surfing and streaming the internet. 4.2 The wireless internet system shall stand alone and not connect to existing VA servers or equipment. All installed equipment and data wiring shall be provided by the contractor for a fully operational wireless internet system. All wireless internet equipment installed shall comply with VA 6500/6550 security requirements. Equipment to be installed shall consist of 118 Indoor range expanders, 2 CIDR Block of 64, and BAN Width up to 300 MBPS downloads /30 MBPS uploads. 4.3 All installed equipment will be leased by the Boise VA. Contractor will own the equipment. Data wiring shall remain in place and become the property of the Government. All cabling shall be installed in accordance with the most current EIA/TIA standards published for Commercial Buildings such as EIA/TIA 569, 568, 60 4.4 The contractor is required to provide onsite local repair, maintenance and Tech services for all equipment and data wiring. When equipment fails or is broken the contractor will repair or replace equipment at no additional charge to the Government. Contractor will provide a 24hr/365 day a year call center to receive and record reported outages of equipment or internet service. The contractor s service center will dispatch a service person to the Boise VA Hospital site within 2 hours of reported outages for repairs. These service call repairs will be at no additional cost to the Government. Contractor will keep a record of all service calls on a service report in order to maintain a service history. Contractor staff visiting the Boise VAMC campus will report to Contracting Officer Representative or VA Police upon entering VA grounds to obtain a visitors badge if they do not have a VA badge. 4.5 Contractor will implement advisory banners, security solutions, and logging for all VA-provided, public Internet access. For domiciliary settings, implement user agreements, advisory banners, access controls including user name and password, and logging for all VA-provided, public Internet access. Contractor will utilize a content filtering solution for monitoring on all VA-provided public Internet access. Contractor will log files and maintain those log files for a one-year period. 4.6 Contractor will provide 1 monthly combined bill that will include the cost of equipment repair service, service calls, lease of equipment and High Speed cabled internet service. The C&A requirements do not apply, and that a Security Accreditation Package is not required. 5. Place of Performance Boise VA Medical Center (BVMAC), 500 West Fort Street, Boise, Idaho 83702 6. Performance Monitoring: Performance will be monitored by periodic inspections and observation of work. Work will be observed by the CO s POC, or designee, during performance of scheduled maintenance service and inspections and/or during repair service. Equipment operators will be contacted to report on contractor performance when CO s POC, or designee, is not available. 7. Security Requirements: The C&A requirements do not apply; a security accreditation package is not required. 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No Government supplied Equipment or Information is required or anticipated. 9. Other Pertinent Information or Special Considerations. Only OEM Software and Copyrighted materials are acceptable. Only Manufacturer Trained Service Engineers/Technicians or Manufacturer Authorized Service Engineers/Technicians will perform services and repairs, when required. a. Identification of Possible Follow-on Work. No Follow-on work is anticipated. b. Identification of Potential Conflicts of Interest (COI). No Known COI c. Identification of Non-Disclosure Requirements. Contractor will have NO access to Sensitive or Proprietary Information while on site and NO Remote Access to the VA Network. d. Packaging, Packing and Shipping Instructions. N/A e. Inspection and Acceptance Criteria. CO s POC, or designee, will verify that the unit is working within Manufacture s specifications after completion of service or repair. 10. Risk Control. The Contractor shall obtain all necessary licenses and/or permits required to perform this work. Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to any contractor representative, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by the contractor s fault or negligence. The Contractor will not discuss any patient issues that were observed during the course of the work. The Contract will comply with VA requirements for VA Sensitive Information and VA Privacy Issues while performing any work on site. The vendor must comply with all the requirements of Network Security, VA Sensitive Information and VA Privacy requirements. 11. Period of Performance. Base year Tenativley 1/31/23 to 1/30/2024 with four (4) option years.
