Projects may be related to Water Plants, Wastewater Plants, Lift Stations, and utility buildings. Projects at this time are not defined; individual projects will be
varied in scope, size and complexity as required by Marion County. Projects $50,000.00 or above will require approval by the Board of County Commissioners. The firm will be selected in accordance with the Consultants Competitive Negotiations Act (FS §287.055). • Instrumentation and Controls: Generally related to the design, assessment, maintenance, and construction of systems, devices, and networks which provide for industrial process control and site security. This includes design of programming and graphics for PLC’s and HMI’s. The term of this contract shall be two years from the date of award, wherein work orders may be issued. The County at its sole option may renew the contract for two additional two-year periods. There is no guarantee that any specific amount of work shall be authorized within the contract term. The following is illustrative of the types of electrical, instrumentation and control activities under this contract: • DESIGN o Prepare and review of plans, specifications, and permits. o Update previously prepared plans and specifications. o Prepare project descriptions, scopes of services, and cost estimates. o Design of programming and graphics for PLC’s and HMI’s. o Design server systems, control LAN’s, computer interfaces, and related control LAN devices. • ASSESSMENT o Review and assess previously prepared plans. o Review and assess Operation and Maintenance (O&M) manuals and procedures. o Review existing facilities and make recommendations for upgrading and improvements. o Provide engineering services for system analyses, troubleshooting and debugging. • MAINTENANCE o Prepare O&M manuals. o Provide O&M training. o Provide programming for PLC’s, servers, computers, HMI’s, and related control network devices. • CONSTRUCTION o Provide construction phase engineering services. o Review and comment on proposed O&M manuals. o Prepare and review record drawings. o Inspect for conformance to plans and specifications. o Review contractor applications for payment. o Review construction schedules.
