Added:Dec 29, 2017 1:05 pmSTATEMENT OF WORK (SOW) AND CRITERIA FORHVAC SYSTEMS ANNUAL PREVENTATIVE MAINTENANCEVA LOMA LINDA HEALTHCARE SYSTEM605-18-1-6027-0018TITLE:SERVICE to PERFORM Annual HVAC Systems Preventative Maintenance to include Exhaust Fans, Chillers, Cooling Towers, Automated System (DDC Controls), Variable Speed Drives, and PM s for all previous mentioned units at the VA Loma Linda Healthcare System.BACKGROUND INFORMATION:VA Loma Linda Healthcare System (VALLHCS) located at 11201 Benton Street, Loma Linda, CA 92357, has a requirement for annual HVAC systems preventative maintenance services. Services shall also comply with all VA, local, state, and Federal policies and regulations.OBJECTIVES:The purpose of this contract is to have a Contractor furnish all equipment, labor, materials, supplies, tools, and qualified personnel to perform the HVAC systems annual preventative maintenance to include Exhaust Fans, Chillers, Cooling Towers, Automated System (DDC Controls),
Variable Speed Drives, and PM for all previously mentioned equipment. Services performed shall conform to industry standards and this statement of work (SOW), and lockout-tagout procedures are to be done in accordance with OSHA Standard 29 CFR 1910.147 and VALLHCS policies and regulations. There shall be no one working on any electrical live energized circuits at/in VALLHCS.EXHAUST FANS:Inspect belts and adjust as required.Replace belts as required. One change of belts per fan per year.Lubricate motor and bearings as required.Inspect starters, disconnect, and clean contacts.Record amps and voltage readings.CENTRAL FAN SYSTEMS AIR HANDLERS:Check and clean fan assembly.Lubricate fan bearings per manufacturer s recommendation.Lubricate motor bearings per manufacturer s recommendation.Check belts and sheaves.Replace belts as required. One change of belts per fan per year.Tighten all nuts and bolts.Check motor mounts and vibration pads.Check motor operating conditions.Inspect electrical connections and contactors.Record amps and voltage readings.Check fan operation.Check drains and drain pans; clean as required.Check strainers; clean as required.Inspect filters.Check heating and cooling coils; clean as required.Inspect humidifier operation.VARIABLE FREQUENCY DRIVES:Inspect and tighten all nuts, bolts, and retaining devices on mechanical assemblies and mounting brackets.Verify all electrical connections are at proper torque settings.Clean / Change all cooling filters and grills if applicable.Remove all dirt and dust that has penetrated the unit interior or accumulated on the processor boards using high-pressure nitrogen.Verify and record all inverter settings.Verify all internal power supplies, and logic outputs; record as applicable.Check proper operation of DC buss capacitors.Provide any recommendations for repair, parameter changes, etc. in written form.COOLING TOWERS:Check fan belt tension and inspect condition.Replace belts as required. One set of belts per year for each fan.Inspect fans and motors.Lubricate fans and motors as needed.Clean float valve assembly and check for proper operation.Inspect operation of motor, starters, and wiring.Check and document amperage and voltage to motors as needed.Check motorized valve operation.Exercise valve operation by switching cooling towers.Check cooling towers pump operation.Remove debris from within and around units and flush as required.Check and clean strainers; bleed overflow and drain.Meg motors and report on condition.Inspect spray heads and fill; report on condition.AIR COOLED CHILLER:Operational InspectionCheck and calibrate control switches pressure and temperature.Pressure:High PressureOil PressureMinimum Oil PressureTemperature:Refrigerant low temperature cutoutChilled water load recycleOil heater temperature thermostatCheck all gauges and thermometers.Gauges:Cooler, condenser, and oil pressureTemperature:Chilled water inlet and outletCondenser water inlet and outletServicesInspect and tighten all electrical connections on the following:Compressor motor magnetic starter.Oil pump motor magnetic starter.Chilled water pump motor magnetic starter(s).Chiller control panel.Check and record voltage and amperage on all motors in above listed items and record.Inspect oil cooler solenoid strainer and temperature-controlled water regulating valve.Set temperature controlled water regulator to control oil temperature when compressor is in operation.Check operation of chiller and operating controls (pneumatic and electric).Check operation of control module:Chilled water set point.Full load amperage calibrations.Demand limit set point.Provide written service report and log to building maintenance engineering department.WATER COOLED CENTRIFUGAL CHILLER:CHILLERCheck chilled water supply and return temperature.Check condenser water supply and return temperature.Check pressure drop on evaporator and condenser.Check refrigerant and condenser temperatures.Verify refrigerant level by determining approach temperature.COMPRESSOR MOTORCheck voltage.Check amperage.Check demand limiter and load limit relay; adjust as/if needed.OIL SUMPCheck compressor oil level.PURGE UNITCheck purge drum; drain off moisture if necessary.Check operation of solenoid valve.CONTROL PANELInspect the following:Low temperature control.High pressure control.Motor control.Oil pressure control.Oil temperature control.CONTROLS AND INTERLOCK CIRCUITCheck temperature control; adjust as/if required.Check interlock circuit for proper operation.OPERATING LOG AND REPORTLog unit operation; forward copy to customer.Advise if additional maintenance service is required and/or if deficiencies exist.INSPECTION SCHEDULE:Air Handlers: Contractor will provide monthly visits with sixteen (16) air handlers inspected each month to insure each air handler is inspected once per quarter. Maintenance will be completed as per the checklist in section 2 of this document.Variable Speed Drives: Contractor will provide monthly visits with eight (8) variable speed drives inspected each month to insure each variable speed drive is inspected once a year.Exhaust Fans: Contractor will provide monthly visits to insure each exhaust fan is inspected once per quarter. Maintenance will be completed as per the checklist in Section 2 of this document. Up to one (1) belt replacement per fan per year is included.DDC Controls: Contractor will provide one (1) 8-hour weekly visit for the inspection of the Andover control system.Chillers: Contractor will provide three (3) quarterly inspections per year and one (1) annual inspection each year.Contractor and its employees will check in and out with graphic controls operators for each inspection.LIST OF EQUIPMENT COVERED:Preventive Maintenance (QuarterlyDDC Controls Service (read services) (Weekly)Exhaust Fans inspections (Quarterly)Chiller Annuals (Water Cooled and Air Cooled) (Annually)Variable Speed Drive Inspections (Annually)Air Handler Inspection (Annually)Priority Service (Annually; Year-Round)Chillers ten (10) air cool and water cool.Air Handlers fifty-one (51)Variable Speed Drives seventy (70)Andover Terminals and Andover Control SystemRooftop Exhaust Fans seventy (70)Schedule INSPECTIONS: Contractor will visit facility on a routine schedule to perform inspection tasks on HVAC system that includes the following as applicable:· Coils· Compressor operations· Motor operations· Voltage and amp draws· Refrigerant charge· Condensate drain· Oil levels· Water levels· Electrical/Relays and Contactors at Equipment· Heat exchangers· Refrigerant piping· Bearings· Belts and Pulleys· Blowers· Fans/Blades· Reversing valves· Cabinets and ductwork· Operating/Safety ControlsPreventive MAINTENANCE Actions:During scheduled inspection visits, Contractor will provide proactive hands-on maintenance services designed to improve equipment operations, increase efficiency, minimize breakdowns, and prolong equipment life. These services are also defined in Maintenance Tasking and may include as applicable:· Bearing lubrications· Motor lubrications· Belt adjustments or replacement· Fan blade/Blower cleaning· Condensate drain cleaning· Refrigerant charge adjustments· Coil cleaning· Safety control adjustments· Operating control adjustments· Calibrations· Oil analysis· Equipment cleaningPERIOD OF PERFORMANCE:Annual; three hundred sixty-five (365) calendar days; completing all weekly, quarterly, and annual (yearly) requirements.PLACE OF PERFORMANCE:VA Loma Linda Healthcare System11201 Benton StreetLoma Linda, CA 92357-1000LICENSING REQUIREMENTS:Offeror must be certified and possess a current certification by California State License Board (CSLB) and any other nationally recognized accrediting entity license such as C-38, C-20, and C-10.Offeror must possess a 30-hour Occupational Safety and Health Administration (OSHA) safety card / credentials.Must be a certified / registered Service-Disabled Veteran-Owned Small Business (SDVOSB) Contractor / Vendor in Vendor Information Pages (VIP) and System for Award Management (SAM) databases.Contractor / Vendor must be an Andover authorized representative.SPECIFIC REQUIREMENTS:Schedule with Contracting Officer Representative (COR) or Designee one (1) business day in advance prior to start of work.Prior to start of work, all personnel shall have a valid Loma Linda PIV badge.Prior to working, ALL energy sources (electrical, water, etc.) shall be locked and tagged out, and upon completion of work, will be re-energized and verified.- - - END STATEMENT OF WORK - - -
