This synopsis is hereby issued in accordance with FAR 5.203. The purpose of this synopsis is to announcethat Naval Information Warfare Center Pacific (NIWC Pacific) intends to solicit, negotiate, and award aCost-Plus-Fixed-Fee (CPFF) type contract and subsequent modifications on a sole-source basis toVideoRay, LLC (Cage: 1WC35) located at 212 E high Street Pottstown, PA. The requirement is to provideprogram management, systems engineering, configuration management, sustainment engineering,software support, logistics, test, and training services for the Defender platform produced by VideoRaysupporting the Navy's EOD Response ROV program and MESR Program of Record. The EOD Response ROVsystem represent the next generation of inspection class sized ROVs being fielded to support underwaterresponse missions undertaken by naval expeditionary forces.The Government anticipates the resulting contract to have a one (1) year period of performance beginningon/around 01 March 2023. The Government
estimates the effort (total contract value) to be between $1Mand $5M. The applicable NAICS Code is 334220 and the business size standard is 1,250 employees. Theapplicable Service Code is AD25 Operational Systems Development.The Government intends to negotiate solely with VideoRay, LLC under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.FAR Part 13.5 simplified acquisition procedures.Please be advised that the aforementioned information is anticipatory in nature and is not binding. Thisnotice is not a request for competitive proposals; however, any responsible source believing that it canfulfill the requirement may submit a capability statement which shall be considered by the agency.Interested parties must clearly show the firm's ability to be responsive without compromising the quality,accuracy, and reliability of services provided.
