NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego intends to award a sole source contract to Sea-Birds Electronics Inc. (OEM) to provide modification of 10 existing SeaBird Scientific Model SBE37-SMP MicroCAT conductivity (C), temperature (T), and pressure (P) oceanographic sensors. SeaBird sensors are the primary oceanographic instrument used on all University-National Oceanographic Laboratory System (UNOLS) fleet of research vessels, and remain the standard for high-quality, reliable oceanographic data collection at sea. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 4 August 2023. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for an annual software maintenance for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
