Contract Title.Battle Creek VA Medical Center/WCBOC: Patient Monitoring System replacementBackground. The Battle Creek VAMC/WCBOC currently utilizes an existing Spacelabs patient monitoring system (not CERNER complaint). The Battle Creek VAMC/WCBOC requires a system-wide standardization of software maintenance and CERNER compatibility. Installation for CERNER will be completed by 6-17-2023.3.  Scope.      The Battle Creek VAMC/WCBO is requesting a system-wide replacement to the     existing patient monitoring system. The upgrades will include upgrades to Clinical     Decision Support Tools, Cybersecurity, Monitoring Hardware, Software, IntelliBridge     Enterprise Solution (required for Cerner implementation). All network cabling and     mounting of equipment to be supplied by Philips.4. Specific Tasks.    There are no equipment trade-ins or removals from either of the Battle Creek or    Wyoming CBOC facilities. Two servers will be located at the Battle Creek VAMC    facility, and all
monitors and central station are to be located in the GI clinic at    WCBOC.    Vendor is to provide all tools, equipment, and transportation necessary to complete      installation.   ●Enhance Clinical Decision Support Tools at the PIC iX/Central Station and bedside     monitoring.  System shall provide Clinical Audit Logs and reports for alarms at the     PIC iX can assign sectors at bedside.   ●Cybersecurity shall utilize the latest Microsoft OS that fully supports validated OS     security updates, patient data encryption, and malware protection with the capability     to expand and be capable to serve future surges in patient load.    ●System must utilize a software optimizer.   ●Must incorporate IntelliBridge Enterprise (IBE) Solution as an interface portal for     EMR to allow for bi-directional data flow to and from the Philips PIC iX Central     stations and bedside monitors.  This system shall include integration to/from EMR for     document and wave strip data export, vital signs integration, patient ID matching for     admission, discharge, and transfer from unit to unit. Software maintenance     agreement must be included. 5. Performance Monitoring.    Performance monitoring will be complete by COR, Biomedical Engineering and      Nursing Operations.6. Security Requirements.    The vendor/contractor will be upgrading the existing system utilizes electronic health    record information. The vendor /contractor will be supervised by VA staff while    completed the install to ensure that the vendor will not be accessing patient    information. Vendor/Contractor must abide by security requirements listed below from    VA Handbook 6500.6 Appendix B & C.7.  Government-Furnished Equipment (GFE)/Government-Furnished Information        (GFI).       No GFE or GFI will be furnished to the vendor for this request.8.  Other Pertinent Information or Special Considerations.     Due to the unique requirements necessary to accomplish this contract, specialized     experience with the Philips IntelliBridge patient monitoring system is required for this     request.a.  Identification of Possible Follow-on Work.      There is no anticipated follow-on work at this time for this request, but additional     follow-on work could include but is not limited to additional training and or     maintenance/support services.b.  Packaging, Packing and Shipping Instructions.         (server equipment)    Battle Creek VAMC Warehouse    5600 West Dickman Rd    Attn: Biomed    Battle Creek, MI 49037     and   (bedside monitors and central station)   WCBOC   5838 Metro Way   Attn: Biomed   Wyoming, MI 49519  c.  Inspection and Acceptance Criteria.      Logistics and Biomedical Engineering staff will be responsible for all inspection and     acceptance criteria related to this request.9. Risk Control.    There have been no patient or infection control issues brought to our attention for this    request. This request is for the upgrade and install of new equipment/software to our    existing patient monitoring systems.10.  Place of Performance.       Battle Creek VA Medical Center       5500 Armstrong Rd, bldg. 157       Battle Creek, MI 49037            and       Wyoming CBOC       GI Clinic       5838 Metro Way       Wyoming, MI 4951911. Period of Performance. The manufacturer’s warranty period. There are no option years associated with this contract. Delivery and implementation will be coordinated with vendor and VA   stakeholder upon award. 12.  Delivery Schedule.       01/26/2023.
