Contracting activity is the Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).2.         Nature and/or description of the action being approved. This action will award a purchase order, on a sole source basis, General Dynamics Mission Systems, 8201 E. McDowell Road, Scottsdale, AZ 85257 for the acquisition of components to support the Navy Instrumented Threat Target (NAVITTAR) project at NSWC PCD in order to integrate, test, and evaluate, the TACDS cross domain solution device for use in the NAVITTAR
system configuration. NAVITTAR is a standalone training device will be used throughout the US Navy.  The Mine Countermeasure Targets Group (A23) has been tasked with addressing obsolescence of the electronics used on its instrumented targets.  Failure to procure will negatively impact project schedules.3.         A description of the supplies or services required to meet the agency’s needs (including the estimated value). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).Only the General Dynamics encryptors will meet the Government’s requirements for the following reasons.  The TACDS is manufactured by General Dynamics and is the only tactical cross domain solution (CDS) that enables information and communications to be shared and transmitted across different security domains in austere tactical environments. Additionally TACDS is the only Low Size, Weight, Power and Cost (SWaP-C), rugged, tamper-resistant CDS that comes in a TACDS-Low Profile (LP) form factor.   The dimensions of the TACDS LP form factor fits within the constraints of the NAVITTAR system.  The flexibility and configurability of the form factor makes it ideal for use in ground vehicles, mobile shelters, ground sensor systems, ships, aircraft, and UAVs.In summary, the TACDS system is the only system that executes programmable rule sets that filter information, allowing individual messages or data fields within them to be selectively passed, blocked or changed. This innovative method ensures data security on both networks and automates the “man in the middle” screening of message exchanges thereby accelerating communications and reducing human error. It is imperative that this equipment is acquired from General Dynamic Mission Systems to meet Government requirements.5.         A determination by the ordering activity contracting officer that the orderrepresents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.6.         A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, General Dynamics is the only manufacturer that can meet the Government’s needs. Deliveries will not be accepted on Saturdays, Sundays or Holidays except as specifically requested by the [insert activity name]. All goods or services attempted to be delivered on a Saturday, Sunday or Holiday without specific instructions from the Contracting Officer or his duly appointed representative will be returned to the contractor at the contractor’s expense with no cost or liability to the U.S. Government.The federal Government observes public Holidays that have been established under 5 U.S.C. 6103.
