The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the drydock repairs to NOAA ship OREGON II. The OREGON II is 170 feet long overall, and its home port is Pascagoula, MS.Provide all labor, material, and equipment necessary to perform the following (including, but not limited to):BASE ITEMS: Hydraulic Hose Renewal; J-Frame Hydraulic Cylinder Overhaul; Aft Crane Overhaul; Start Air Receiver Renewals; Fan Room Deck Covering; Bridge Window Frame Preservation; Annual Life Raft Survey; Annual Fire Inspection; Renew Cabinets in Engine Room; ABS Load Line Survey; Refurbish Chem Lab; Clean Main and Emergency Switchboards; Overhaul Trawl Winch; Miscellaneous Repairs; Overhaul Tugger Winches; Miranda Davit Maintenance; and Global Maritime Distress and Safety System (GMDSS) Upgrade.OPTION ITEMS: Bilge Alarm System Installation; Fuel Oil Purifier
Installation; Remove Roller Chocks on Bow; Sand and Reseal 01 Level Decks; Renew Doors; Radar Upgrade; and ECDIS Installation.The solicitation will include a liquidated damages clause.The performance period will be approximately 60 calendar days, with a start date on or about January 15, 2018 and a completion date on or about March 15, 2018. Place of performance shall be the ship's homeport in Pascagoula, MS. The date, time and place for an inspection of the ship is October 3, 2017, 9:00 a.m. (local time) at 151 Watts Avenue, Pascagoula, MS 39567. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Brian L. Kelly, on or before noon on October 2, 2017 at (228) 769-1155 or (309) 643-9012 or by Email at Brian.L.Kelly@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer.The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about September 30, 2017 with proposals due on or about November 7, 2017. The anticipated award date is December 15, 2017. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering price and non-price related factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP.
