The Naval Air Warfare Center Aircraft Division (NAWC-AD), Air Traffic Control & Landing Systems Division (AD-4.11.7) located at Naval Air Station (NAS) Patuxent River Webster Outlying Field in St. Inigoes, MD intends to award Basic Ordering Agreement (BOA) on a sole source basis to Sierra Nevada Corporation (SNC), Sparks, NV, CAGE CODE 8X691, for a period of 60 months from the effective date of the BOA. This requirement is a follow-on procurement, and is to procure services and incidental materials to fabricate, modify, repair, replace, upgrade, and improve PALS components, assemblies, and associated hardware. Examples of PALS components to be supported include, but are not limited to, the AN/SPN-46(V) Radar Doppler Video Processor (RDVP); the AN/SPN-46(V) Radar Control Group, Unit 19 Upgrade; the AN/SPN-46 Receiver, Transmitter, Link 4A; the AN/APN-245 Radio Beacon Sets; the Unmanned Common Automatic Landing System (UCARS); the AN/SYY-1(V); the AN/SPN-43C Life Cycle Extension; the
AN/SPN-35C Receiver; and the AN/SPN-35C Radar Processor Controller.The function of PALS is to provide precision landing information to air traffic controllers and pilots during final approach while landing aircraft aboard aircraft carriers and amphibious assault ships. PALS equipment must be repaired, maintained, and certified to a fully operational mode to ensure maximum fleet readiness. If the equipment is not fully operational, the fleet will be directly and adversely affected due to severe restrictions on the Navy's capability to track and land aircraft aboard vessels. PALS equipment is already experiencing obsolescence issues and additional component obsolescence requirements are projected. Due to recent changes in Research & Development budgets, a Landing Systems Upgrade Plan (LSUP) was implemented extending AN/SPN-35 and AN/SPN-46 operations through 2040. This will require the replacement and repair of obsolete and damaged components; developing and testing these components; and re-certifying the systems.
