This is not a request for quotations or an announcement of a forthcomingsolicitation, but merely notification of the Social Security Administration's(SSA) intent to issue, on a sole-source basis, a firm fixed-price purchase orderto the American Medical Association Inc. for access to their onlinesubscription entitled the Directory of Physicians. Under the authority ofFederal Acquisition Regulations (FAR) Part 6.302-1, the Contracting Officerhas determined that the circumstances of the contract action deem only oneresponsible source and no other supplies or services will satisfy agencyrequirements. The Directory of Physicians is only available from its producerand manufacturer and not through dealers or distributors. The period ofperformance will be for twelve months, beginning October 1, 2019 throughSeptember 30, 2020.Online access to the Directory of Physicians database is used by the Office ofDisability Adjudication and Review, as well as the Office of DisabilityPrograms, for SSA
disability hearing and adjudication purposes. Dataobtained for the directory aids in the reduction of the agency's disability casesbacklog. The Directory of Physicians database includes individual profiles andprimary source information on individual physicians. Information obtained fromthe database includes: Name; preferred professional mailing address;telephone number; birthplace and date; medical and/or osteopathic education(medical school or college of osteopathic medicine) and year of graduation;graduate medical education (residency training) specialty/subspecialty,sponsoring institution, and training dates; state license(s) issued and issuedate(s), expiration date(s), status, and type of license (temporary, limited,unlimited); National Board of Medical Examiners certification year; AmericanBoard of Specialties certification(s), effective date(s), and expiration date(s);American Osteopathic Association Bureau of Osteopathic Specialistscertification; Drug Enforcement Administration registration status; Licensure,Medicare/Medicaid, and other federal sanctions; AMA Physician's RecognitionAward and date; major professional activity; practice specialties.This requirement is utilizing procedures in FAR Part 12 in conjunction withprocedures in FAR Part 13. A determination by SSA not to compete thisproposed requirement based upon responses to this notice is solely within thediscretion of SSA. Information received will be considered for the purposes ofdetermining whether to conduct a competitive procurement. The governmentdoes not intend to pay for information provided in response to this notice.Written responses to this notice shall contain sufficient documentation toestablish a bona fide capability to fulfill this requirement.
