Sources Sought/Request for Information Steamboat Island Habitat Rehabilitation and Enhancement Project (HREP) Stage IPurpose and Objectives: This announcement is for information and planning purposes only, and the purpose is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran- owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their understanding, capabilities and experience relative to the proposed acquisition to assist the Government in determining the expectation of receiving bids from responsible small business contractors at fair market prices. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set- aside is possible. An organization that is not
considered a small business under the applicable NAICS code can submit a response to this notice, however their capabilities may/may not be assessed for the purposes of this notice.A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government.The Corps of Engineers (COE), Rock Island District does not intend to award a contract on the basis of responses received, however as a result of this Sources Sought Notice, the COE may issue a Request for Proposal (RFP). Interested parties are expected to review this Notice and the Project Requirements to familiarize themselves with the requirements of this project.Background:The U.S. Army Corps of Engineers, Rock Island District, is seeking businesses that are capable of providing the following:  Steamboat Island Habitat Rehabilitation and Enhancement Project (HREP) is located in Clinton & Scott Counties, Iowa, and Rock Island County, Illinois, in the middle section of Pool 14 of the Upper Mississippi River (UMR), between the town of Princeton, Iowa, river mile (RM) 502.5, and the Wapsipinicon River (RM 508.0). All Project lands are in Federal ownership and are managed by the U.S. Fish and Wildlife Service (USFWS) as part of the UMR National Wildlife and Fish Refuge (NWFR).Project Description:The purpose of the project is to restore habitat on Steamboat Island.  A Grade Control Structure will be constructed at the northwest opening of the Cut-Through Channel on Steamboat Island to reduce the transfer of sediment and other materials into the southern portion of Steamboat Island, including Lower Lake. The northernmost end of Steamboat Island (head) which has been greatly eroded over time, will be restored and protected, as well as the northeast bank near Upper Lake with riprap. West Southeast Island, located southeast of Steamboat Island which has also been greatly eroded over time, will be restored and protected with riprap.Riprap placement in water will be required to construct at the head of Steamboat Island and West Southeast Island.  Varying water depths will be encountered.  Specific heights, slopes and lengths will be required.  Approximately 132,000 TN of riprap of various sizes will be required.  Approximately 940 CY of access dredging may be needed to place stone at the SE Island. The construction of this project is anticipated to take two years.All interested, responsive, and responsible System for Award Management (SAM) Database registered businesses are encouraged to particpate in this market research by e-mailing the point of contact listed. Interested businesses shall include the following information to be considred for this sources sought announcement:1. Company's interest if a solicitation for this project is to be issued. 4. Company's business category and size for NAICS code 237990. 5. Ability to perform the work as a prime or subcontractor6. Details of similar projects completed.7. Bonding capacity. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted.
