Notice of Intent to Award - Sole Source - Keysight Technologies UXG Bundle

The purpose of this sole source acquisition is to acquire one Z2098B-285, Model N5194A UXG Bundle. This is a sole source requirement. The required supply items are commercial in nature and Keysight Technologies is the Original Equipment Manufacturer (OEM) and has no authorized resellers for these items. There would be substantial duplication of cost and unacceptable delays if another source were qualified.This equipment is necessary for the testing and characterization of the Minature Air Launch Decoy manufactured by Raytheon Missile Systems. Keysight is an existing Raytheon Missile Systems alliance partner licensed to sell application-specific SW for EW simulators; Keysight is the OEM for the UXG Bundle. Keysight’s Model Z2098B-285 is the only simulator that has hardware and software that is fully integrated into the MALD-J system. To support an alternative source would result in considerable time and training to obtain the current level of expertise and efficiency and would incur substantial additional costs.Item shall be new and include warranty, as well as access to software enhancements and updates via electronic delivery, live  access to Keysight technical support via phone or e-mail and pro-active notifications for software updates, all in AIW Product Description dated 9 April
