Solicitation Description: In response to Governor Abbott’s March 13, 2020 Proclamation, and pursuant to §418.016 of the code, Texas Parks and Wildlife Department (TPWD) has mandated that all bid openings will be privately held until further notice.   Private, state employee only, held bid openings are a result of extraordinary measures are being taken in order to limit the development, contraction and spread of the novel coronavirus disease (COVID-19) Effective, Thursday, March 19, 2020, changes have been made to operations at TPWD’s Austin

Headquarters.  Consistent with those changes, effective immediately, and continuing until otherwise notified, all TPWD Headquarters buildings (Main HQ, Building D, Airport Commerce Park) will be closed to public access.  TPWD is also suspending the acceptance of hand-delivered bids and proposals but will continue to accept bids and proposals that are submitted via courier or mail.  Refer to Section 1.08 of Request for Proposal (RFP) for more information. TPWD is requesting sealed proposals for the following Project:    Project NameStatewide Plumbing Repair and ReplacementProject LocationStatewideReference Number2020RFP_PlumbingDeadline for Receipt of ProposalsDecember 3, 2020; 2:00 PM (CT)                                                                                                 The Texas Parks & Wildlife Department (“Owner”) is soliciting Request for Proposals (“RFP”) to establish blanket contract(s) for Plumbing Repairs and Replacements on an “as needed” basis for Owner’s facilities throughout the state of Texas referred to herein as (Facilities), in accordance with the Terms, Conditions and requirements set forth in this Request for Proposals (RFP).   Each Offeror responding to this RFP should be prepared and equipped to provide full service to the Owner in an expeditious and timely manner and on relatively short notice so as to enable the agency to meet critical time deadlines and schedules as appropriate. The Facilities are located in six (6) geographic State Park Regions (Exhibit E) and the goal is to award Blanket contracts to firms having capability and capacity to service within each State Park Region. Blanket contracts will be awarded for a one (1) year duration with three (3) - twelve (12) months extension option, for a maximum of four (4) years.  PRE- PROPOSAL ON-LINE VIRTUAL MEETING:  A pre-proposal virtual meeting will be held on November 4, 2020 at 10:00 am (CT).    The virtual meeting will be conducted using Microsoft® Teams.
