INVITATION TO BID Bids for the " Long Road (T-565) Bridge Deck Replacement” will be received by the Center Township Board of Supervisors, submitted online via the PennBid Program (https://pennbid.net) until 12:00 P.M. prevailing local time on Monday, November 6 2023. A summary of bids received will be displayed on PennBid immediately after bid opening.A Mandatory Pre-Bid meeting will be held on Thursday, September 21, 2023, starting at 10 AM. Meeting will commence at the Center Township Building, 1212 Neal Road, Homer City, PA 15748. The Project for which the Work under the Contract Documents may be the whole or only part is generally described as follows: Provide all plans, labor, equipment, and materials required to demolish/remove/dispose of an existing bridge deck consisting of a 25-foot span steel girder bridge with a wooden deck, construction of pre-cast slab beam deck, cast-in-place curb, bridge barriers, guide

rail system, road paving, stream restoration, stream flow diversion/pumping, erosion and sedimentation control, traffic control, all site work and excavation required to complete the project and site restoration, all in accordance with the Contract Documents. Bidding documents are available at no cost via the PennBid Program (https://pennbid.net). Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the “Clarifications” feature in PennBid no later than seven (7) days prior to the date for receipt of bids. The successful Bidder will be required to comply with all contract provisions including compliance with the Pennsylvania Prevailing Wage Act. All employees must be paid the Prevailing Minimum Wages established by the Commonwealth of Pennsylvania, Department of Labor & Industry. Verification of compliance must be provided by all Contactors, including Subcontractors. The successful Bidder must also comply with the Public Works Employment Verification Act. The Act requires Contractors/Subcontractors to verify employment eligibility through the E-Verify program operated by the United States Department of Homeland Security as a precondition of being awarded a contract for this project. The Contract Documents contain information and a verification form regarding the Act. Each Bid must be accompanied by a Certified or Bank Check or Bid Bond payable to the order of the Owner in the amount of ten (10%) percent of the total amount of the Bid as security for proper execution of the Agreement and submitting other documents as required by the Bidding Documents. The successful Bidder will be required to execute the Agreement and to furnish a performance bond and a payment bond, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The successful Bidder will also be required to furnish evidence of insurance coverage as required by the Bidding Documents.The Pine Township Board of Supervisors reserves the right to reject any or all bids or parts thereof, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgment, is for its best interest. Bids shall remain open for a period of sixty (60) days from the date of Bid opening. No Bids may be withdrawn for sixty (60) calendar days after the scheduled time of the closing of bids.
