The contract action is fixed-price, but was not awarded competitively. The contract action was set-aside as an 8(a) sole source in accordance with FAR 19.8. This requirement is in support of the Installation Medical All Hazard Response (IMAHR) Training Assessment and Medical Mission Assurance Construct Support (Ready Eagle) (IAW DODI 3020.45) to the Medical Preparedness and Response (MP&R) function in accordance with established program goals and objectives for medical emergency and response modernization efforts to execute the AFMS readiness mission. The Contractor shall provide a full-range of technical and analytical support for the AF organizational medical readiness, emergency management, Medical Counter Chemical, Biological, Radiological and Nuclear (MC-CBRN), Medical Awareness, and IMAHR support to MP&R. Technical support shall encompass exercise creation/evaluation and MC-CBRN expertise. Analytical support shall consists of reports and trend analysis. Develop and adjust
training plans and materials in accordance with (IAW) Universal Joint Task Lists (UJTLs) and AF Mission Essential Task Lists (METLs), RTAP, unit Medical Contingency Response Plan (MCRP), Hazard Vulnerability Assessment (HVA), All-Hazards Threat Assessment (AHTA), and IEMP 10-2, to ensure units are aligned with MC-CBRN requirements through balanced and effective planning, logistics, training, exercising, and maintenance support. Evaluate medical all-hazards response capabilities against standards of performance. Assists the medical readiness office in determining exercise credits for the appropriate unit or team training and activities. IMAHR training delivery will consist of three (3) days of training at appointed installations across the world. This training will be of high quality, using a combination of learning methods, including presentation, guided discussion, tactile hands on learning, table top and/or functional exercise, and full scale exercise, and will cover the full extent of IMAHR skills and tools. Physical assessments will be for 25 bases, annually, with a 10% variance.
