Interested parties (“Respondents”) are required to respond to this RFEOI in accordance with the instructions set forth in this RFEOI. The RFEOI will be
administered through this website (JAGGAER) that is the City’s electronic procurement portal (the “Supplier Portal”). Expressions of Interest may only be submitted via the Supplier Portal in the format requested by the City. Each Proponent is solely responsible for reviewing and complying with any Supplier Portal terms and conditions which apply to and govern the use of the Supplier Portal. If there is any inconsistency or conflict between the provisions of this RFEOI and the Supplier Portal terms and conditions, then the provisions of this RFEOI will govern. 3.0 Scope of Work The successful partner will be responsible for providing and maintaining all rental equipment and managing service delivery based on a mutually agreed upon model. 4.0 Description of Products and Services The selected Respondent will be required to provide the following materials, information and documentation in advance of opening: • List of services to be provided and associated pricing. • List of equipment (with images) to be located onsite for Park Board approval. • A temporary structures plan. • Proof of insurance using a City approved Certificate of Insurance with no coverage disclaimers or strikethroughs of any provisions in the City approved Certificate of Insurance based on minimum insurance requirements to be determined (subject to change/revision once the final scope of the work and activities are established). As part of the operation, the selected Respondent will be required to: • Offer a safe, affordable and high-quality water bike rental service at Vanier Park; preference is that the operator would be stationed at a specific location operating as a mobile service; however, other proposed operational models will be considered. • Explore the delivery of additional ancillary or value-added services/experiences. • Operate daily based on agreed upon dates and hours, weather and safety concerns permitting. • Ensure the highest site safety and proper maintenance of all equipment. • Provide meaningful revenue streams back to the Park Board based upon an agreed upon fee structure and schedule. No equipment or personnel will be provided by the City. Access to onsite storage areas will be subject to further discussion. Should the Respondent and Park Board agree to partner on accessibility or discount initiatives, the Park Board will provide information on customer eligibility. Specific deliverables and timelines will be determined in partnership with the successful Respondent. 5.0 Anticipated Period of Issuance February 2023 6.0 Evaluation Criteria The City will evaluate the qualifications and relevant experience and capability of the Respondent, including review of the following: 1. Financial capability. 2. Proven track record substantiated by recent and relevant client references. 3. Knowledge of marketplace. 4. Product approach and methodology. 5. Qualifications and relevant experience of the Respondent’s key personnel and sub-contractors to be included in the project team. 6. Experience with similar facilities or equipment. 7. Sustainability. 8. History of any litigation or claims made against the Respondent or made by the Respondent against the City. Description 9. Ability to meet insurance requirements. 10. Innovative ideas relating to execution and deliverables. Note: The above evaluation criteria may not necessarily be listed in order of importance and will not necessarily be weighted equally.
