Kennard Park Improvements

The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is soliciting proposals from qualified Landscape Architecture firms for park infrastructure upgrades to Kennard Park.BackgroundThe park is located in the Hill District neighborhood of Pittsburgh, Pennsylvania. Kennard Park is a 13.43-acre site with recreational amenities including a playground, basketball courts, tennis courts, athletic fields that accommodate both football and baseball, and two park buildings: one storage/restroom facility near the playground and a concession/restroom facility near the athletic fields. The selected Consultant’s Scope of Work will include the renovation of the playground, spray features and parking lot; renovation of park building to serve as a public restroom facility and ongoing storage for DPW Maintenance; replacement of the concession stand and restroom facility to accommodate needs of sports organizations and community; upgrades to tennis facility

or conversion to new programming; renovation of athletic fields to address drainage issues. Please note: The Department of Public Works will be renovating the basketball courts in-house. The courts should not be included in the Scope of Work. Design services are requested for the following *: Play Area Improvements Renovate existing playground equipment and safety surfacing to integrate with spray features.Create accessible connections from play area to basketball courts, athletic fields, etc.Evaluate desire for multi-generational equipment such as outdoor fitness equipment. Parking Lot Improvements Consider entrance and access improvementsRepave and restripe parking lotConsider options for additional parking Park Building Upgrades and Structures Renovate existing park building adjacent to the playground to accommodate public-facing restrooms and storage needsInclude small shelter/picnic facility for use of playground usersPropose a new fieldhouse/concession stand/restroom/storage and shelter facility for use of the sports organizations and spectators Sports Court Renovation Evaluate the relevancy of the tennis court with the consideration of potential upgrades or conversion to alternative programming Athletic Field Upgrades Regrade and resurface football field to address stormwater management concernsConsider use of high-performance natural turfEvaluate the relevancyUpgrade amenities such as lighting, spectator seating, fixtures and fencing, as neededIncorporate multi-use pathway ADA Upgrades and Connections Ensure site-wide accessibility and connectivity through pathways or switchbacks, as necessaryInclude walking path around facilities for multi-generational use.Explore path and/or stair connections to adjacent neighborhoods Lighting & Safety Improvements Evaluate condition of existing site lighting and identify needs for proposed lighting per the newly improved park amenities outlined above Stormwater Management Stormwater BMP’s should be included to meet the City’s Stormwater Management Code (see General Responsibilities for more information) * Note: Programming priorities listed above are intended as a general guide and shall be confirmed with the community through the engagement process.
