Synopsis:This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions.”The U.S. Army Corps of Engineers (USACE), Portland District intends to award a single-source, firm-fixed-price service (utility) contract to Public Utility District of Wahkiakum County through their office at 45 River Street, PO BOX 248, Cathlamet WA 98612, as they are the owners of the utility wires that need to be moved. The purpose of this acquisition is to move utility poles from one side of the road to another.The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) – Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold.A SOLICITATION WILL NOT BE POSTEDThe Government intends to proceed with this sole source action. The NAICS code is 926130 - Regulation and Administration of Communications, Electric, Gas, and Other Utilities. The size standard as defined by the U.S. Small Business Administration is N/A.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONSInterested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to complete the above services in the required timeframe. If no affirmative written responses are received by 2:00 PM Pacific Time on 28 August 2020, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
