The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Conservation Science and Data Visualization LLC for Science to Support Endangered Species Recovery. This is a follow-on acquisition for the ERDC-EL. This contract will provide services leveraging expertise in Federally listed species under the Endangered Species Act (ESA) that continue to impact USACE missions and lead significant annual costs for the agency. These areas of expertise include conservation planning, synthesizing and evaluating demographic data related to reproductive performance, and modeling related to endangered species of interest. The EL is seeking to further leverage expertise in support of other taxa, including those tied to the navigation mission, as well as with ongoing work with federally endangered Least Bell’s Vireo. The Least Bell’s Vireo, a species of bird, was federally listed as an endangered species in 1986.
A draft recovery plan was released in 1998, however this plan was never finalized. This contract will leverage expertise to develop recovery methods to increase the number of Least Bell’s Vireo (LBVI). Positive steps have been taken to increase the LBVI numbers, however few of these methods have been documented in literature. This contract will allow the EL to explore these methods and develop plans for positive steps to increase the LBVI. This acquisition is being conducted under FAR 13.106-1. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541715 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar service. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
