Architect-Engineer (A/E) services are required to provide a design, specifications, complete detailed drawings and cost estimates for the addition of a point to point fire detection system and a mass notification system (MNS). The A/E shall modify/upgrade the existing fire detection/fire suppression/foam systems to repair/remove all deficiencies identified in the hangar fire suppression report, bring all systems up to the Air Force Civil Engineering Center (AFCEC) minimum reliability standards, and to current standards. All drawings shall be stamped by a Fire Protection Engineer. The A/E design includes but is not limited to the scope of work listed in the Design Work Order. The A/E shall visit the site to determine the actual amount of work and field conditions encountered to develop the design, and perform repairs/upgrades for each of the Fire Alarm Systems. The A/E shall incorporate new drawings and specifications into already completed B700 renovation design package (DKFX
11-1171, 27 July 2017). Hangar fire system renovations shall be identified as a separate bid item and shall be separate from other renovation requirements. Any necessary modifications shall be made to the existing design package to make all modifications compatible. Glick Boehm & Associates Inc. prepared the original design and specifications for the renovation of B700 under contract/task order FA4418-12-D-0009-0027. As the designer of record, Glick Boehm & Associates Inc., carries liability for the overall design. This effort is a significant addition to the original design and Glick Boehm & Associates Inc. is the only appropriate firm for the new work.This notice serves as notice of intent to award a contract and is not a request for proposals and no solicitation is forthcoming. However, responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement by 3:00 AM Eastern Daylight Time (EDT), January 28, 2020, which will be considered by the agency. 628 Contracting Squadron will not be responsible for any costs incurred in response to this notice. Capability statements shall be submitted to the POC listed below. Capability statements submitted via a method other than the POC email below will not be considered. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This notice in no way obligates the Government to award any contract or carry out any contract action.Messages from non-interested parties, such as professional market research firms requesting general information on this procurement, will not be considered.ANTICIPATED CONTRACT AWARD DATE: January 31, 2020
