The California Department of Fish and Wildlife Office of Spill Prevention and Response (CDFW-OSPR) is the leading state agency charged with spill prevention, response, and natural resource restoration in California's inland and marine environments. As a natural resource trustee for resources affected by oil or other hazardous material spills, the CDFW-OSPR Natural Resource Damage Assessment (NRDA) Unit, along with other state and federal agencies (Trustee NRDA team), is responsible for determining and quantifying injuries to natural resources, including the loss of use and enjoyment as a result of an oil spill or discharge. This is accomplished in part by the acquisition and management of spill-related time critical or `ephemeral¿ data, such as the collection and chemical analysis of environmental media (i.e., spilled product, water, sediment, and tissue), biological and other spill-related surveys, and detailed supporting photographic and written documentation. Following injury assessment, the Trustee NRDA team identifies, scales, and funds appropriate restoration projects to ensure that injured natural resources are restored and the public is compensated for the loss of use and enjoyment of those resources.
