Jul 19, 2017 11:37 am The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for cleaning and painting four (4) aluminum bulkheads to mitigate any future corrosion. The bulkhead units will be cleaned and painted at the bulkhead storage areas of the Main Channel Dam and the Back Channel Dam on Neville Island. The work includes construction of temporary containment, removal and reinstallation of steel rollers, pressure washing to remove zebra mussels, abrasive blasting, and painting two bulkhead units at each location.
The estimated price range for this project is between $500,000 -$1,000,000.
The work is located at the Emsworth Locks and Dam, Ohio River, Western Avenue, Neville Island (Pittsburgh), Pennsylvania 15225-15212
The solicitation will be posted online through the Federal Business Opportunities website at
www.fbo.gov as an Invitation for Bid (IFB) on approximately 14 August 2017. In
order to receive notification of any changes to this presolicitation notice, be alerted that the solicitation was posted or that there are amendments to the solicitation, interested vendors must register as such on the FBO.gov website. If you are not registered as an interested vendor, the Government is not responsible for providing notification of the solicitation or any amendments to the solicitation. All documents uploaded with the solicitation are available to be printed by bidders; therefore requests for hard copies of the plans will not be honored. The tentative date for bid opening will be about 30 days after it is available on FBO. The period of performance for this procurement is anticipated to be 180 days after Notice to Proceed.
This procurement will be set aside 100% for small businesses. All responsible small business offerors are encouraged to participate. The NAICS code is 238320, Painting and Wall Covering Contractors; the size standard is $15 million.
The government is planning a pre-bid site visit; the date and time will be in the solicitation.
The contractor must be registered the System for Award Management (SAM), have an active account and have completed the Representations and Certification sections prior to receiving a contract award. Initial registration may take a couple weeks. Registration and instructions are available at

The government anticipates awarding one firm, fixed-price contract to the responsible* bidder whose bid, conforming to the IFB, will be most advantageous to the government, considering only price and price-related factors included in the invitation.

Jul 25, 2017 10:27 am The period of performance for this procurement is changed from anticipated 180 days after Notice to Proceed to anticipated 300 days after Notice to Proceed. This is due to the probability that no work will be able to be performed during the winter months; work will be begin as weather permits in 2018.

This information will be used by the USACE Security Office to run a background check. The government retains the right to deny access to an attendee to the site visit based on the investigation results.
Each attendee must have a photo ID for the site visit.
