The NATO International Staff Procurement Service has issued a Request for Proposal (RFP) for the acquisition of an Open Source Intelligence (OSINT) Artificial Intelligence (AI) Alerting Platform that will meet the needs of the NATO Situational Centre (SITCEN).An electronic version of the RFP has been posted here: https://nato.procureware.com/Bids To access the RFP, you must first register here:https://nato.procureware.com/Register?s=Setup Interested firms need to complete the site registration process and wait until their applications have been validated by NATO. The registration approval process may take between 1 or 2 working days. If you want to participate in a procurement action, be sure to allow time for the registration approval proces.Do NOT submit your response to the Department of Commerce. Please send
all responses via email to the points of contact identified in the RFP. Responses are due no later than April 3, 2023, 3:00 pm Brussels time (CET). To be eligible to participate in the bidding process, Bidders must 1) be from one of the NATO Member Nations, 2) have performed at least three contracts within the last three years substantially similar in scope to the requirements described in this solicitation 3) have sound financial and legal standing and sufficient capacity and resources to provide the services specified in the Statement of Work, and 4) be otherwise qualified and eligible to receive an award under applicable regulations.Detailed instructions regarding the preparation, submission, and evaluation of proposals are provided in Part I of the RFP.Bidders will be evaluated on the documentation submitted, and other information and documentation available to NATO. Considerations include: understanding of requirements and proposed approach and solution; bidder’s resources and capabilities; past performance; legal risks, and the proposed price.The contract will be awarded to the responsible Bidder whose conforming proposal represents the best value after evaluation in accordance with the factors and sub-factors specified in the solicitation.
