The Defense Threat Reduction Agency (DTRA), Contracting Activity proposes to restrict consideration to an item peculiar to one (1) manufacturer, Gartner Inc., for the procurement of information technology (IT) research subscription and advisory services. Using the Federal Acquisition Regulation (FAR) 8.405-6( a)(l )(B) which allows for the limitation of sources if" [o]nly one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized."
