The purpose of this Request for Quotations (this “RFQ”) is for the City of Vancouver
(the “City”) to obtain quotations from qualified vendors to determine if it will enter into one or more contracts in respect of Collection, Transport and Processing of Propane Tanks and Camping Canisters. 2. Vendors should carefully review the City’s intended form of agreement attached as Appendix 3 in the Buyer Attachments section (the “Form of Agreement”). The City prefers that the commercial terms for any contract entered into pursuant to this RFQ not vary from the commercial terms set out in the Form of Agreement, however exceptions to such terms may be submitted in the Questions section where indicated. 3. Vendors should submit their quotations on or before the time and date specified as the “Event Close Date” in the Summary section of this RFQ (the “Closing Time”). 4. Any successful vendor of goods may be asked to deliver goods to or perform work at the addresses as are specified in a City contract. 5. Each vendor should indicate any time limitation on its pricing. The City expects that, if it purchases goods or services as a result of responses to this RFQ, it will do so between approximately February 2024 and April 2024; therefore, each vendor should indicate whether or not its pricing will remain in effect throughout that period. 6. The City currently expects that the result of this RFQ will be that it will contact a successful vendor to propose the entry into a contract contracts in the form of Form of Agreement. 7. Vendors are asked to state in their quotations the time(s) required from the placement of an order to delivery of goods or completion of work. 8. Each vendor must complete, sign and attach to its quotation the insurance form(s) included as Appendix 4. 9. In addition, each vendor must include with its quotation a letter confirming its current WorkSafeBC registration. 10. The RFQ will be administered through this website (JAGGAER) that is the City’s electronic procurement portal (the “Supplier Portal”). Quotations may only be submitted via the Supplier Portal in the format requested by the City. Each vendor is solely responsible for reviewing and complying with any Supplier Portal terms and conditions which apply to and govern the use of the Supplier Portal. If there is any inconsistency or conflict between the provisions of this RFQ and the Supplier Portal terms and conditions, then the provisions of this RFQ will govern. 11. All enquiries regarding this RFQ must be made through the Q & A Board on the Supplier Portal. In- person or telephone enquiries are not permitted. Any communication from vendor to City staff outside of the Supplier Portal regarding the content of this RFQ may lead to disqualification of the vendor from this RFQ process, at the City’s sole discretion. 12. It is the sole responsibility of vendors to check the Supplier Portal regularly for amendments, addenda, and questions and answers in relation to the RFQ. This section should also indicate whether the Proponent has a valid City of Vancouver or City of Delta business license (or, if available, a Metro West Inter-municipal Business License). 1.1.2 Describe the company/entity history, business locations, size, number of employees, annual sales volumes (in dollars). 1.1.3 Provide details, where available, of Proponent’s experience with: 1) Propane & Butane Tank/Canister collection and disposal, 2) Transporting regulated dangerous goods or hazardous waste, 3) Material collection from municipal waste and recycling facilities 1.1.4 Provide two (2) client references for collection and transportation of compressed tanks and canisters. Group 1.2: Corporate and Financial Capability Instructions: 1.2.1 Describe the Proponent’s capability (including financial circumstances, related experience with material supply chain and project size capacities) to undertake the Project. Group 1.3: Proponent’s Key Project Personnel Instructions: identify and provide professional biographical information for the key personnel that would performthe Proponent’s work, outlining their intended roles in performing the Scope of Work 1.3.1 Identify key personnel, their roles in relation to the type of project being proposed, their experience with similar projects and any special qualifications they may be able to bring to the project, based on the Scope of Work. Key roles identified should, at a minimum, include a Driver, Account Manager and Safety & Regulation Compliance Manager. For each, include the following: 1) Name; 2) Years of experience performing similar work; 3) Details on contract or employment arrangement considered for this project; 4) Considered role and specific area; 5) Past and current employers; and 6) Key projects where similar work that was performed. 1.3.2 Provide information on potential Sub-Contractors and how risk would be allocated (financial, design, construction, operation and maintenance, health & safety), and how potential Sub-Contractors would be considered within the following categories: 1) Project Planning: Submittals, Health & Safety Plan, Work site plan, traffic Management, etc.; 2) Removal and transport of propane & butane tanks/canisters; 3) Processing collected propane & butane tanks/canisters and their contents. 1.3.3 If appropriate, also attach to this Form of Proposal as an additional Appendix CVs and a complete organization chart, identifying all roles and areas of responsibility. Group 1.4: General Approach to Completing a Project Instructions: Provide information on the following requirements in relation to the Project 1.4.1 Description of plan to meet all regulatory requirements related to the removal, transport and processing of materials as described in the Scope of Work 1.4.2 Provide a description of your company’s process from materials collection from City’s facilities to final processing facility. Specifically, provide details related to health and safety compliance and environmentally friendly recycling and/or disposal of materials within your process. 1.4.3 Detail the sequential process by which the Proponent proposes to undertake the work. The Proponent’s work plan should refer to the Scope of Work as appropriate. Describe how your Proposal is responsive to the Scope of Work. Group 2.1: RFQ Questionnaire Instructions: 2.1.1 Specify any deviation from specifications or any alternative / additional items other than the required products or services? Attach specifications or details. 2.1.2 Specify limitation or exceptions to Section 5 of the Key Information in the Description section of theRFQ and Section 4.0 Pricing of the RFQ Terms and Conditions, if any. 2.1.3 Specify exceptions to the required time to delivery or work completion per Section 6 of the Key Information in the Description section of the RFQ, if any. 16 January 202416 January 202416 January 202416 January 202416 January 2024 2.1.4 Specify potential conflicts, collusion, lobbying information requested by section 11.0 of the RFQ Terms and Conditions, if any. 2.1.5 Specify any other details requested or required by the RFQ, or which the vendor wishes to include as part of its quotation. 2.1.6 If any terms of the Form of Agreement are unacceptable to a vendor, then the vendor may include proposed amendments below. The vendor should indicate the rationale for the proposed amendment, the change to the language of the Form of Agreement, and the benefit to the City (such as amount of cost-savings), if any, applicable to the amendment. A vendor will be deemed to fully accept all commercial terms for the contract as set out in the Form of Agreement except as indicated otherwise below. Group 2.2: Terms and Conditions Questionnaire Instructions: 2.2.1 The undersigned vendor, having carefully read and examined the RFQ and having full knowledge of the requirements described therein, does hereby offer to provide the goods and/or services in accordance with the specifications and terms and conditions set out in the RFQ (except as expressly noted otherwise in its quotation) and upon the pricing and other terms and conditions of this RFQ. 2.2.2 The vendor acknowledges that it has read, understands and agrees to the RFQ's Key Information in the Description section of the RFQ. 2.2.3 The vendor acknowledges that it has read and understands the information in Appendix1 of the RFQ. 2.2.4 The vendor acknowledges that it has noted herein any deviations from the requirements of Appendix 1 of the RFQ. 2.2.5 The vendor acknowledges that it has completed, executed and attached hereto the forms set out in Appendix 2 of the RFQ. 2.2.6 The vendor acknowledges that it has completed, executed and attached hereto the forms set out in Appendix 4 of the RFQ. 2.2.7 The vendor acknowledges that it has attached a letter from WorkSafeBC confirming thevendor’s current registration. 2.2.8 The vendor acknowledges and agrees that it fully accepts all commercial terms for the contract as set out in the Form of Agreement, except as may be expressly indicated in its quotation.
