Materials Characterization and Testing Services

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement to procure materials characterization and testing services regarding detailed characterization of explosive materials related to Dense Blasting Agent 105P (DBA-105P) and technical support services during the detonation of DBA-105P. The ERDC intends to issue an award to the UTEC Corporation on a sole source basis for these services. Because of the company's extensive experience in the development, storage, and use of DBA-105P and because of the company's thorough knowledge of the chemical structure and nature of DBA-105P, UTEC is the only vendor with the necessary specialized expertise and experience vital to the performance of ERDC's mission. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 541990 (All Other Professional, Scientific and Technical Services) with a size standard of $15.0 Million in average annual receipts.This notice is

not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
