Improved Tactical Flotation Support System (ITFSS)A capability gap resides within the current legacy parachutist floatation systems. The B-7, LPU-10, and Tactical Flotation Support System (TFSS) life preservers currently do not meet all of the Army's requirements for intentional, and/or unintentional parachutist water entry. The Improved Tactical Flotation Support System (ITFSS) will support airborne operations over water or during airdrops when water obstacles are near or on the intended drop zone.The ITFSS must demonstrate a reliability of 0.90 at 90% confidence level (Threshold (T)) and 0.99 reliability at 90% confidence level (Objective (O))Once inflated, the ITFSS must be capable of supporting the weight of a fully equipped combat jumper-400lbs for one hour (T) and 550lbs for two hours (O) in an orientation in which the head is completely above the water line and tilting to the rear.The ITFSS must inflate as quickly as legacy systems when activated by the user (T=O). The current
valve used on the TFSS is HALKEY-ROBERTS CORPORATION Drawing number C840AMUX.The ITFSS must be compatible with a fully combat equipped paratrooper consisting of, but not limited to body armor, Modular Airborne Weapons Case (MAWC) and current rucksacks, utilizing T-11, MC6, and RA1 parachute systems (T=O).The ITFSS must fit under the parachute harness and reduce complexity while maintaining proper fit and function, during donning, doffing, Jumpmaster Primary Inspection (JMPI) procedures and throughout the airborne operation. (T=O).The Soldier must be able to manually activate the ITFSS, similar to legacy systems and/or commercial airline systems, while in the parachute harness and wearing combat equipment (T=O). Legacy systems consisted of lanyard activated CO2 cartridges, and oral inflation tubes.Once inflated, the ITFSS must properly function during and after a rapid temperature changes from -50 degrees Fahrenheit to 140 degrees Fahrenheit without a modification in maintenance requirements (T=O).The ITFSS must properly function during and after rapid altitude descents from 25,000 feet MSL (T) up to 35,000 feet MSL (O) and back to ground level without a change in maintenance requirements (T=O).The ITFSS must be operationally capable after being stored in a ready-for-use configuration for no-less than: 182-days (T), and up to 365-days (O)The ITFSS must not be larger or heavier than the current legacy systems: B-7 (8"l x 5"h x 2.5"t) x 2 at 3 lbs 6 ounces, LPU10 and TFSS (7"h x 3"x 3") x 2 at 29.5 ounces (T=O).Interested sources shall, within thirty (30) days following the publication of this RFI, respond with information on their current capability. Interested sources shall include detailed information regarding their firm's experience, personnel, facilities and domestic production capabilities, and relevant company background/experience. If a firm chooses to submit a sample, no payment will be made by the Government for such sample. Firms should provide pricing for currently available products and/or estimated pricing for items not yet produced. Firms responding shall indicate whether or not they qualify as a small business.
