This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with International AIDS Society (“IAS”) for educational outreach and promotional activities at the IAS Conference 2023, the 12th IAS Conference on HIV Science in Birsbane, Australia.The services will be associated with the launch of the scientific manuscripts/supplementals published in the Journal of International AIDS Society (JIAS) run by IAS. The manuscripts/supplementals are entitled “ Advancing Use of Long-Acting and Extended Delivery (LAED) HIV Prevention and Treatment Regimens of the Journal of the International AIDS Society (JIAS).”The items/services that are needed are as follows:Educational Outreach & Promotions from the International AIDS Society, including:Marketing and advertising throughout the conferenceDirect promotion to conference
delegates (featured JIAS content in the Official conference daily delegate email, which is delivered to all attending delegates each day)Social media promotion (IAS, JIAS and official conference channels)Media outreach (supplement featured in a press conference and media advisory email sent to the IAS global media list)Direct email sent to JIAS registered readersThe statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2143462) by 4:00 pm eastern standard time on 02/15/2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
