Septage management is a growing challenge in Vermont. With a population of only ~645,000 people, and being a rural state, roughly 55% of Vermont properties are utilizing onsite wastewater systems. The volume of septage managed in Vermont has steadily increased, with ~44M gallons managed in 2021, the majority (91%) managed in state at Vermont POTWs (Publicly Owned Treatment Works). Permitted septage land application sites represent less than 2% of the total volume of septage managed in Vermont and as of this Request for Proposal, there are only two permitted locations for septage land application.
