AJ11--Specialty services to develop IVR System for TeaM OUT

Regional Procurement Office (RPO) - East intends to negotiate on a sole source basis with Tech4Research, LLC, to purchase services for the setup, training, hosting, production, and management of Interactive Voice Response (IVR) applications for the VA Portland s VA-funded research study, Teachable Moment to Opt-Out of Tobacco (TeaM OUT). STATEMENT OF WORK Background: In this study, Teachable Moment to Opt-Out of Tobacco (TeaM OUT) focuses on increasing cessation motivation by facilitating connections to established cessation resources using an interactive voice response (IVR) system. This study has been approved by the CIRB. Tech4Research, LLC, is the company involved in the development of previous projects awarded sole source for two other VA studies via 36C25021C0112 and, more recently, via 36C26021P0526. Our project platform will be modeled against a design based on proprietary work by Tech4Research from said previous contracts, as well as interface and link to the data in those platforms. For proprietary reasons, it is necessary to utilize the same company to ensure continuity and ease of interface. This will be a new contract for services following 36C26021P0526. This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contracting Officer at millicent.covert@va.gov NLT Tuesday, March 28, 2023, by 11:59 AM EST. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
